Assignment Title: Consulting Services for Environmental and Social Monitoring of Construction and Rehabilitation Works for Small Irrigation Systems Serving Vulnerable Farming Households, and for the Development of Operation and Maintenance Guidelines

- The Republic of Tajikistan has received financing from the World Bank toward the cost of the “Strengthening Resilience of the Agriculture Sector Project” additional financing and intends to apply part of the proceeds for consulting services.
The State Institute “Agriculture Entrepreneurship Development” now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

- The State Institute “Agriculture Entrepreneurship Development” now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The criteria for selecting the Consultant are:
- At least 5 years of experience in preparation of constituent and contractual documentation, justification documentation in the field of water supply and wastewater/drainage, and design and preparation of design and cost-estimate documentation for construction and rehabilitation of water supply and drainage networks;
- At least 3 years of experience in supervision of works related to adaptation, rehabilitation, and/or construction of public irrigation infrastructure;
- Demonstrated successful completion of at least two (2) similar contracts over the last five (5) years;
- Availability of qualified key experts with experience relevant to the assignment.
The above experience shall be demonstrated through a list of similar projects/contracts, including, at a minimum: description of services provided, contract amount, name of the contractor/client, project location/country, duration, assignment budget, and percentage of completion.
Where applicable, the submission shall also specify the Consultant’s role in joint ventures or sub consultancy arrangements, as well as the Consultant’s core business activities.
In addition, the above information shall be supported by certificates of completion or other documentary evidence confirming satisfactory performance, duly verified by the respective counterparties to the contracts concerned.
- The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised in September 2023) Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
- The selection of consultants will be conducted using the Consultant Qualification Selection (CQS) method, in accordance with the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised in February 2025) Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services.
