The Government of Kiribati (GOK) has received financing from the World Bank towards the cost of the South Tarawa Sanitation Project (STSP) – P176108 and intends to apply part of the proceeds for consulting services.
The STSP through the Ministry of Infrastructure and Sustainable Energy (MISE) now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services for one (1) full-time Sewer Maintenance & Asset Management Technician.
The Consultant will initially be recruited for 16 months, with a possible extension subject to performance appraisal. It is anticipated the Consultant will commence by Q3 2026 on a full-time basis. A Time-Based Contract will be signed under which both parties (MISE and the Consultant) will agree on a monthly rate and any employer contributions to the Kiribati Provident Fund (KPF) if applicable.
The Consultant would be subject to a probationary period of three months, with a performance review by MISE to determine whether the Consultant will continue to be engaged beyond the probationary period.
The criteria for selecting the Consultant are:
- Essential Requirements – Qualification, Skills and Experience
- Bachelor’s degree in civil engineering / public health / environmental management from a recognized university
- At least 15 years’ experience in operational management of sewerage networks is required, and it is desirable to have associated customer services, routine and preventive maintenance, asset management, and service improvement planning.
- Specific working experience of at least five years with a public or private water / wastewater operator or utility in the operation of sewerage systems is a requirement
- Experience of working in international utilities in at least one Pacific island nation is strongly preferred
- Experience working with and coaching in a development project funded by an International Financial Institution is preferred
- Demonstrated experience in institutional capacity building and/or mentoring/training staff is strongly preferred

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services by submission of a Cover Letter or Expression of Interest (EOI), curriculum vitae with description of experience in similar assignments, similar conditions, etc. and with supporting documents.
The deadline for submission of EOIs is 12 June 2026.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Sixth Edition February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
