REQUEST FOR EXPRESSION OF INTEREST (CONSULTING FIRMS)
HIRING OF CONSULTING FIRM FOR WATSAN CONSUMER SURVEYS, LAND USE AND BUILDING PLAN UNDER “PUNJAB INCLUSIVE CITIES PROGRAM (PICP)”

The Govt. of the Punjab (hereinafter called “Borrower”) has received financing from the International Development Association (IDA) & International Bank of Reconstruction & Development (IBRD) (the “Bank”) in the form of a loan/credit (hereinafter called “loan/credit”) toward the cost of Punjab Inclusive Cities Program. Punjab Municipal Development Fund Company (PMDFC), an implementing agency of the Client, hereinafter referred to as ‘Client’ intends to apply a portion of the proceeds of this credit to eligible payments. The Client intends to hire services of Consulting Firms for WATSAN Consumer Surveys, Land Use and Building Plan under “Punjab Inclusive Cities Program (PICP)” which is divided into three (03) Packages with overall objective to conduct door to door survey of all built up structure in the area to build a GIS database of: (i) whether connected to water, (ii) whether connected to sewerage, (iii) payment status of WATSAN tariffs (including arrears), (iv) actual land use (v) approved land use, and (v) whether building plan has been approved.
- The detailed Qualification/Short listing Criteria &Terms of Reference (TORs) for all three (03) Packages can be downloaded from the following website: (https://pmdfc.punjab.gov.pk/) or can be obtained at the address given below.
- The Client now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Firms interested in all three packages must have unique resources to execute all packages as parallel activity. All the relevant documents i.e., copies of agreements of completed projects mentioned in the REOI / completion certificates of the same quoted projects invariably be attached in the REOI otherwise no points/scores will be awarded. The consulting firms may participate in one or more than one packages and are required to submit separate envelope for each Package in which they are applying. The Consulting Services are divided into three (03) Packages with cities & estimated cost as given below:

- The attention of interested Consultants is drawn to Section III, paragraphs,3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 [Revised February 2025], setting forth the World Bank’s policy on conflict of interest. - The Consultant may associate with other firms to enhance their capacity, qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
- The Consultant will be selected in accordance with the Consultant’s Qualification-based Selection (CQS) method set out in the World Bank Procurement Regulations.
