SPECIAL NOTICE FOR SELECTION OF CHIEF ENGINEER FOR WSIP-1-AF.

  1. Introduction

The Water Supply and Sanitation Investment Project (WSIP-1), approved by the World Bank’s Board of Executive Directors on June 23, 2022, is implemented by the Ministry of Energy and Water Resources of the Republic of Tajikistan and the State Unitary Enterprise “Khojagii Manziliyu Kommunali” (SUE KMK). The Financing Agreement between the Republic of Tajikistan and the International Development Association (IDA), along with the Project Agreement with the Project Implementation Group (PIU) and SUE KMK, was signed on October 3, 2022.

WSIP-1 represents the first phase of the Water Supply and Sanitation Sector Investment Program and aims to improve access to safe and reliable water supply services in selected rural and peri-urban areas of the southwestern Khatlon region, taking into account climate-related risks. The project targets underserved areas characterized by high rural population density, low service coverage, reliance on unimproved water sources, and limited prior investment.

The project will finance the rehabilitation and construction of water supply infrastructure, including expansion within areas served by the Vakhsh transmission pipeline and selected villages in Vose District, while strengthening the performance and sustainability of SUE KMK service structures.

Additional financing from an EU Grant will support scaling up of activities and expansion of services to prioritized settlements in Vakhsh, Vose, Balhi, and Dusti districts. In total, the project is expected to improve water supply services in 126 villages, benefiting around 280,000 people, while also supporting institutional development of the Committee of Housing and Communal Services (CHCS).

The project will be implemented by the new created Project Implementation Group (PIU) under the Committee for Housing and Communal Services (CHCS) in the Republic of Tajikistan).

Committee established a new Project implementation unit in the field of drinking water supply and wastewater management, responsible for Component 1 activities under the AF. Capacity of the CHCS Group will be complemented with external technical assistance for effective project implementation.

Component 1 – Institutional Strengthening and Capacity Building
This component supports institutional strengthening and capacity building of water sector institutions at national, regional, and local levels to ensure sustainable service delivery in the project areas. It includes activities aimed at enhancing the capacity of the Committee of Housing and Communal Services (CHCS), such as the construction of a training center and a utility office in Vakhsh, as well as provision of technical assistance to develop internal regulations, operational procedures, and tools to support SUE KMK and water utilities.

The PIU under CHCS will have overall responsibility for consolidation of financial reports, including IFRs, project progress reporting and monitoring, compliance with environmental, social, fiduciary requirements in line with the Project Operation Manual (POM). 

  1. Objective

The objective of this assignment is to select a National Chief Engineer who will work under the guidance and supervision of the Director of PIU CHCS.

  1. Duration of the Contract

The initial contract duration is 6 months with possible extension depending on performance indicators. During this period the Chief Engineer must report directly to the Director of PIU CHCS.

  1. Required qualifications​

The Chief engineer should preferably have experience in implementing similar projects financed by the World Bank, Asian Development Bank, Islamic Development Bank, EU, etc. He/She should have a good understanding of rural communal infrastructure issues, as well as strong knowledge and over 7 years of practical experience in the following areas:
(a) Design and construction of civil engineering of public building as well as other infrastructure facilities;
(b) Management and supervision of construction contract implementation.

Minimum requirements

  • A higher education degree in civil engineering and technical education (water supply, sanitary engineering, engineering, construction or related fields).
  • At least 5 years of technical experience, including experience in design or project control, experience in the water supply system would be an advantage;
  • Knowledge of international design standards and IFI requirements including national building codes.
  • Good knowledge of Tajik and Russian languages, knowledge of English is an advantage;
  • Computer literacy, knowledge of Word, Excel, Microsoft Project, ArhiCard AutoCard and etc.
  • Good knowledge of local requirements and procedures for supervision of construction works, as well as the principles of keeping relevant documentation on them;
