ANÚNCIO PARA A ATRIBUIÇÃO DE BOLSA DE INVESTIGAÇÃO PÓS-DOUTORAL (BIPD)
Encontra-se aberto concurso para a atribuição de uma bolsa de investigação pós-doutoral (BIPD) no âmbito do projeto “AQUASHIELD – Monitorização inteligente de massas de água e gestão preventiva de recursos hídricos”, COMPETE2030-FEDER-02236600, cofinanciado pelo Fundo Europeu de Desenvolvimento Regional – FEDER, através do Programa temático Inovação e Transição Digital – COMPETE 2030, nas seguintes condições:
1. Área Científica: Sistemas de Informação, ou áreas afins.
2. Requisitos de admissão: Os(As) candidatos(as) à Bolsa de Investigação Científica (BI) deverão preferencialmente satisfazer os seguintes requisitos:
- Doutoramento em área associada às redes Blockchain e Digital Wallets;
- Grau concluído há menos de 3 anos;
- Pelo menos 5 publicações em revistas científicas internacionais com fator de impacto;
- Participação em pelo menos 1 projeto de investigação financiado, nacional ou internacional (FCT, FEDER, PRR, H2020, etc.);
- Conhecimentos aprofundados em Self Sovereign Identity (SSI), Digital Ledger Technologies (DLT) e modelos empresariais descentralizados (Decentalized Autonomous Organizations – DAO);
- Experiência em gestão descentralizada de informação associada em IoT;
- Experiência no uso de agentes de IA em gestão da informação;
- Experiência em conceção de arquiteturas de gestão e partilha descentralizada de dados;
- Mais de 10 anos de experiência em gestão de equipas de desenvolvimento de sistemas de informação, nomeadamente, no desenvolvimento de soluções web3;
- Domínio proficiente da língua inglesa;
- Capacidade de captação de financiamento ou envolvimento em propostas competitivas;
- Capacidade de organização e método de trabalho;
- Facilidade de relacionamento com interlocutores diferenciados;
- Excelentes capacidades de comunicação e relação interpessoal;
- Excelentes capacidades de escrita e de síntese;
- Proatividade na resolução das questões diárias da organização.
(1) Os documentos comprovativos da titularidade de graus académicos e diplomas, ou do respetivo reconhecimento quando tenham sido atribuídos por instituições de ensino superior estrangeiras, podem ser dispensados em fase de candidatura, sendo substituídos por declaração de honra do candidato, ocorrendo a verificação dessa condição apenas em fase de contratualização da bolsa. Esta declaração deverá atestar factos ocorridos em data anterior à candidatura. Nas situações de divergência entre a informação constante da declaração e a documentação entregue para efeitos de contratualização de bolsa, apenas será considerada a informação constante nesta última. Caso se verifique que os documentos comprovativos da titularidade do grau académico e diploma, ou do respetivo reconhecimento nos termos do Decreto-Lei n.º 66/2018, de 16 de agosto, não correspondam às classificações atribuídas na avaliação do percurso académico e possam, consequentemente, alterar a seriação do candidato, não será efetivada a contratualização da bolsa.
3. Plano de trabalhos
As atividades a desenvolver no âmbito do presente edital são:
- Investigar e conceber um modelo de gestão descentralizado de dados e da sua partilha para apoio à decisão;
- Acompanhar o trabalho desenvolvido pelos parceiros do projeto AQUASHIELD;
- Monitorizar e testar as soluções que vierem a ser desenvolvidas pelos parceiros;
- Apoiar a validação dos modelos desenvolvidos e comparação dos seus impactos socioambientais;
- Validação Científica e Disseminação.
4. Legislação e regulamentação aplicável: Lei n.º 40/2004, de 18 de Agosto (Estatuto do Bolseiro de Investigação Científica), alterada e republicada pelo Decreto-Lei n.º 202/2012 de 27 de agosto, com as atualizações introduzidas pelo Decreto-Lei n.º 233/2012 de 29 de outubro, Lei n.º 12/2013 de 29 de janeiro, Decreto-lei n.º 89/2013 de 9 de julho e Decreto-Lei n.º 123/2019, de 28 de agosto; Regulamento de Bolsas de Investigação da FCT, I. P., aprovado pelo Regulamento n.º 234/2012 de 25 de junho de 2012, alterado e republicado pelo Regulamento n.º 326/2013 de 27 de julho de 2013 e alterado pelo Regulamento n.º 339/2015 de 17 de junho de 2015, pelo Regulamento n.º 137-A/2018 de 27 de fevereiro de 2018 e Regulamento n.º 950/2019, de 16 de dezembro. O Regulamento n.º 950/2019, de 16 de dezembro, foi alterado pelo Regulamento n.º 643/2021, de 14 de julho.
5. Local de trabalho: O trabalho será desenvolvido na TECMINHO/Universidade do Minho, sob a orientação científica do Professor Doutor Paulo Ramísio.
6. Duração da bolsa: A bolsa terá a duração de 6 (seis) meses, com início previsto em julho de 2026, em regime de exclusividade, conforme regulamento de formação avançada de Recursos Humanos da Fundação para a Ciência e Tecnologia (FCT). O contrato de bolsa poderá ser eventualmente renovado até ao limite máximo permitido pela regulamentação aplicável ou até à conclusão do projeto que a financia.
7. Valor do subsídio de manutenção mensal: O montante da bolsa corresponde a €1.901,00, conforme tabela de valores das bolsas atribuídas diretamente pela FCT, I.P. no País (https://www.fct.pt/wp-content/uploads/2026/03/Tabela-de-Valores-SMM-2026.pdf)
Outros Benefícios: Reembolso do Seguro Social Voluntário (SSV), correspondente ao 1º Escalão da base de incidência contributiva (para bolsas com duração igual ou superior a 6 meses) e Seguro de Acidentes de Trabalho.
8. Métodos de seleção: A avaliação das candidaturas incidirá sobre o Mérito do candidato, aplicando-se os seguintes critérios de avaliação, valorados numa escala de 1 a 5 valores:
Mérito do candidato – MC (100%):
a) Percurso académico (que reflete as classificações dos graus académicos), com uma ponderação de 50%;
b) Currículo pessoal (que reflete o percurso científico e profissional), com uma ponderação de 50%;
A classificação final do mérito do candidato será obtida pela aplicação da seguinte fórmula:
MC=(a×0,5) + (b×0,5)
Caso o júri não se considere apto a decidir utilizando o método indicado em MC, poderá optar por realizar uma Entrevista. Nesse caso, os candidatos classificados nas primeiras 2 posições, que obtenham a classificação mínima de 2 no MC, serão admitidos à fase da Entrevista, procedendo o Júri à avaliação dos seguintes subcritérios:
Entrevista – ENT:
E1 – Competências interpessoais – 30%
E2 – Conhecimentos demonstrados na área a concurso- 40%
E3 – Motivação – 20%
E4 – Competências linguísticas – 10%
A classificação da entrevista será obtida pela aplicação da seguinte fórmula:
ENT=(E1*0,3) + (E2*0,4) + (E3*0,2) + (E4*0,1)
O júri poderá ajustar as ponderações.
A classificação final (CF) do Mérito do Candidato (MC) e Entrevista (ENT) será obtida pela aplicação da seguinte fórmula:
CF = (MC*0,6) + (ENT*0,4)
Na eventualidade de nenhum dos candidatos a concurso reunir o perfil adequado à execução do plano de trabalhos, o Júri reserva-se o direito de encerrar o concurso sem qualquer recrutamento.
9. Composição do Júri de Seleção: Presidente: Paulo Jorge Ramísio Pernagorda, Presidente da TECMINHO. Vogais efetivos: Paula Cristina Carvalho Dias, Coordenadora da Unidade de Parcerias para a Inovação da TECMINHO, Professor José Luís da Silva Pinho, Professor Associado com Agregação da Escola de Engenharia da Universidade do Minho;
Vogais Suplentes: Lisete dos Santos Neves, Técnica de Inovação da Unidade de Parcerias para a Inovação da TECMINHO, Marco Sousa, Coordenador da Unidade de Propriedade Intelectual da TECMINHO.
10. Forma de publicitação/notificação dos resultados: Os resultados finais da avaliação serão publicitados através de ata de seriação, anexa à notificação enviada aos candidatos via e-mail.
11. Prazo de candidatura e forma de apresentação das candidaturas: O concurso encontra-se aberto no período de 19 de maio a 1 de junho de 2026.
As candidaturas devem ser formalizadas, obrigatoriamente, através do envio dos seguintes documentos: Curriculum Vitae, certificado de habilitações e outros documentos comprovativos considerados relevantes.
O investigador responsável pelo projeto reserva-se ao direito de não atribuir a Bolsa de Investigação Pós-Doutoral em concurso em função do resultado de avaliação das candidaturas e da sua adequação aos objetivos do projeto.

CALL FOR APPLICATIONS FOR A POST-DOCTORAL RESEARCH FELLOWSHIP (PDRF)
It is now open a call for applications for a Post-doctoral Research Fellowship (PDRF) in the framework of the project AQUASHIELD – “Smart monitoring of water bodies and preventive management of water resources”, COMPETE2030-FEDER-02236600, co-financed by the European Regional Development Fund (ERDF) through the Innovation and Digital Transition thematic programme – COMPETE 2030, under the following conditions:
1.Scientific field: Computer Engineering, Biomedical Engineering (Medical Informatics), or related fields.
2. Admission Requirements: The candidates to the post-doctoral research fellowship should preferably fulfil the following requirements:
- PhD in a field related to blockchain networks and digital wallets;
- Degree obtained within the last 3 years;
- At least 5 publications in international scientific journals with an impact factor;
- Participation in at least 1 funded research project, national or international (FCT, ERDF, PRR, H2020, etc.);
- In-depth knowledge of Self-Sovereign Identity (SSI), Digital Ledger Technologies (DLT) and decentralised business models (Decentralised Autonomous Organisations – DAO);
- Experience in decentralised management of IoT-related information;
- Experience in the use of AI agents in information management;
- Experience in designing architectures for decentralised data management and sharing;
- Over 10 years’ experience in managing information systems development teams, particularly in the development of Web3 solutions;
- Proficient command of the English language;
- Ability to secure funding or participate in competitive tenders;
- Organisational skills and a structured approach to work;
- Ability to build rapport with a diverse range of stakeholders;
- Excellent communication and interpersonal skills;
- Excellent writing and summarising skills;
- Proactive approach to resolving the organisation’s day-to-day issues.
- Documents proving the ownership of academic degrees and diplomas, or their respective recognition when they have been awarded by foreign higher education institutions, may be waived at the application stage, being replaced by a declaration of honor by the candidate, with verification of such condition only in the stage of contracting the fellowship. This statement must attest facts that occurred on a date prior to the application. In situations of divergence between the information contained in the declaration and the documentation submitted for the purpose of contracting a grant, only the information contained in the latter will be considered. If it is verified that the documents proving the ownership of the academic degree and diploma, or the respective recognition under the terms of Decree-Law No. 66/2018, of August 16, do not correspond to the classifications awarded in the evaluation of the academic path and may, consequently, changing the candidate’s ranking, the fellowship contracting will not be effected.
3. Work Plan
The activities to be carried out under this call for proposals are:
a) To investigate and design a decentralised model for data management and sharing to support decision-making;
b) Monitor the work carried out by the AQUASHIELD project partners;
c) Monitor and test the solutions developed by the partners;
d) Support the validation of the models developed and the comparison of their socio-environmental impacts;
e) Scientific Validation and Dissemination.
4. Applicable legislation and regulation: Law No. 40/2004, of 18 August (Statute of Scientific Research Fellows), amended and republished by Decree-Law No. 202/2012 of 27 August, with the updates introduced by Decree-Law No. 233/2012 of October 29, Law No. 12/2013 of January 29, Decree-Law No. 89/2013 of July 9 and Decree-Law No. 123/2019, of August 28; Regulation of Research Grants of FCT, IP, approved by Regulation No. 234/2012 of June 25, 2012, amended and republished by Regulation No. 326/2013 of July 27, 2013 and amended by Regulation No. 339/2015 of 17th of June 2015, by Regulation No. 137-A/2018 of February 27, 2018 and Regulation No. 950/2019, of December 16, 2019. Regulation 950/2019 of 16 December was amended by Regulation 643/2021 of 14 July.
5. Workplace and Scientific Orientation: The activities will be developed at the TecMinho/University of Minho, under the scientific supervision of Professor Paulo Ramísio.
6. Duration of the Fellowship: The fellowship will last for 6 (six) months, starting in July 2026, on an exclusive basis, according to the regulation of advanced training in Human Resources of the Foundation for Science and Technology (FCT). The fellowship contract may eventually be renewed up to the maximum limit allowed by the applicable regulations or until the conclusion of the project that funds it.
7. Value of the Monthly Maintenance Subsidy: The fellowship amount corresponds to 1.901,00€, according to the table of scholarship values of the FCT, I.P. in the Country (Annex I – Table of Monthly Maintenance Subsidy of the Regulation for Research Fellowships of the FCT I.P. (https://www.fct.pt/wp-content/uploads/2026/03/Tabela-de-Valores-SMM-2026.pdf).
Other benefits: Voluntary Social Insurance (SCHE) reimbursement, corresponding to the 1st Echelon of the contributory base (for grants lasting 6 months or more) and Worker’s Compensation Insurance.
8. Evaluation and selection criteria and procedures: The selection methods to be used are as follows: curriculum assessment and interview, weighted at 70% and 30% respectively. Only the three highest-ranked applications will be interviewed.
Applications will be assessed based on the candidate’s merit, applying the following assessment criteria, weighted on a scale of 0 to 5:
Curriculum Assessment – CA (100%):
a) Academic background (reflecting academic degree grades), weighted at 50%
b) Personal curriculum (reflecting scientific and professional background), weighted at 50%
The candidate’s Curriculum Assessment score will be obtained by applying the following formula:
CA=(a*0.5) +(b*0.5)
If the selection panel does not consider itself able to reach a decision using the method set out in the CA, it may choose to conduct an interview. In that case, the candidates ranked in the top two positions, who have achieved a minimum score of 2 in the CA, will be admitted to the interview stage, at which point the selection panel will assess the following sub-criteria:
Interview – I:
E1 – Interpersonal skills – 30%
E2 – Demonstrated knowledge in the area of the competition – 40%
E3 – Motivation – 20%
E4 – Language skills – 10%
The interview score will be calculated using the following formula:
EN =(a*0.3) + (b*0.4) + (c*0.2) + (d*0.1)
The final classification (CF) of the candidate’s merit will be obtained by applying the following formula:
CF = (AC*0.6) + (EN*0.4)
In the event that none of the candidates meets the requirements for carrying out the work plan, the Selection Panel reserves the right to close the competition without making any appointments.

Alternate members: Lisete dos Santos Neves, Innovation Officer at TECMINHO’s Innovation Partnerships Unit; Marco Sousa, Coordinator of TECMINHO’s Intellectual Property Unit.
10. Form of advertising/notification of results: The results of the evaluation will be publicized through the ranking and selection minutes, attached to the notification sent to candidates via e-mail.
11. Application deadline and form of submission of applications: The call for applications is open from 19th May to 1st July 2026.

The researcher responsible for the project reserves the right not to award the Post-doctoral Research Fellowship in competition depending on the result of the evaluation of the applications and its suitability for the project’s objectives.
