Job summary

Water is vital for life – clean, freshwater for drinking and sanitation, providing for farms and industry, creating and sustaining the ecosystems on which all life depends. Yet water is a finite natural resource, facing increasing pressures from climate change and population growth. Water is a top priority for the Secretary of State and ensuring there is sufficient water supply is a matter of national security.

Job description

We are seeking a motivated candidate to develop policy and legislative interventions to increase the security and resilience of the water sector to a range of malicious and non-malicious risks. The role holder will also join the emergency response rota to respond to a range of risks covering water supply, flooding and chemical, biological, radiological and nuclear (CBRN). Familiarity with resilience / national security policy / emergency response would be beneficial.

Floods & Water work in a programmatic way, prioritising work to ensure we’re focusing on the right things at the right time. This means that our teams can pivot onto new workstreams once projects and programmes are concluded, or if circumstances change and they are reprioritised. Through this we are able to offer a wealth of development opportunities and experiences as well as experience working in an agile and flexible way. 

 You will build excellent relationships across Floods & Water Directorate, with wider Defra colleagues, other government departments and arm’s length bodies. You will also have extensive engagement with the water sector, and will need to inspire confidence and trust.

 In this role you will be expected to:

  • Lead design, delivery and implementation of water security and resilience policy
  • Collaborate across the department and government, as well as with external stakeholders and experts
  • Prepare and contribute to briefings for Ministers and Senior Civil Servants
  • Draft responses to written correspondence and Parliamentary Questions
  • Join the out of hours emergency response rota

Person specification

We are looking for a proactive and enthusiastic person who is used to working autonomously, communicating effectively, and working with complex and emotionally challenging topics.

Essential Criteria

  • Demonstrated capabilities to manage own workload and make informed decisions in the absence of required information, working to tight and often challenging timescales.
  • Experience of collaborating with internal and external stakeholders, building trusted working relationships across government and with industry partners
  • Excellent written and verbal communication skills, with an ability to synthesise complex technical information into actionable insights

You must already have a minimum of CTC security clearance and be willing to apply for SC and then DV STRAP security clearance once in role.

Location 

As part of the pre-employment process for this post, successful candidate(s) will be able to agree a contractual workplace from those locations listed in this advert. The agreed contractual workplace is then the substantive and permanent place of work for the successful candidate(s).

Where the location is ‘National’ the successful appointee should discuss and agree an appropriate contractual location in line with both Defra’s location policy and site capacity, prior to proceeding with pre-employment processes.

The agreed amount of time spent at a workplace for this post will reflect the requirement for Civil Servants to spend at least 60% of their working time in an organisation workplace with the option to work the remaining time flexibly from home. Working time spent at a workplace may include time spent at other organisational locations including field-based operational locations, together with supplier, customer or partner locations. This is a non-contractual agreement which is consistent with common Civil Service expectations.

Travel costs to non-contractual workplaces will be subject to departmental travel and subsistence policies. Travel costs to contractual workplaces are the responsibility of the employee.

The successful candidate is required to carry out all their duties from a UK location, and cannot do so from an overseas location at any time.

Salary 

New entrants to the Civil Service are expected to start on the minimum of the pay band. The internal roles rules apply to existing Civil Servants, i.e. level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase. Either case is determined by whichever is the highest.

A reserve list may be held for a period of 12 months from which further appointments can be made.
