Dear Mr./Ms.:
1.ILBANK (hereinafter called “Client”) has received financing (hereinafter called “the funds”) from the Agence Française de Développement (AFD) toward the cost of Municipal Services Project. The Client intends to apply a portion of the funds to eligible payments under the contract for which this Request for Proposals is issued.
2.ILBANK now invites interested candidates to submit proposals to provide the following consulting Services: Individual Consultancy Services from Environmental Expert. More details on the Services are provided in the attached Terms of Reference (ToR).
3.One individual Consultant shall be selected under the selection method based on consultants qualification selection method as described below. The qualifications expected from the Consultant are described in the attached ToR.
The following criteria will be taken into account in the evaluation of the Technical Proposals and during the final evaluations that will encompass both the technical proposals submitted and the interviews completed:

The minimum technical score (St) required to pass is: 70.
Fluency in both English and Turkish is compulsory and shall be tested during an oral interview.
- A mandatory interview will be conducted with a longlist that is made of candidates who score higher than 70 technical points with the proposal evaluation. Each candidate will be invited for interview where;
•The candidates will be informed of the position, the Terms of Reference, and what will be expected of it,
•The integrity of the candidates’ resume will be ensured,
•The knowledge/experience/certification needed for the specific position will be confirmed.
- After the interviews with the longlisted candidates are concluded, the final scores (Sf) will be deduced from both the technical proposals and interviews of each longlisted candidate according to the criteria mentioned above, and a shortlist will be created according to Sf.
- The candidate with the highest Sf will be invited to submit a financial proposal which may be subject to negotiations later on. If a contract fails to be signed with a candidate, the candidate with the next highest Sf within the shortlist will be invited to submit a financial proposal. Sf must be above 70 points for a candidate to be shortlisted.

TERMS OF REFERENCE FOR
ENVIRONMENTAL CONSULTANT
(Ref: AFD2-IND03)
1.BACKGROUND
ILBANK has signed a grant agreement (the “Financing Agreement”) with the French Development Agency (Agence Française de Developpement – AFD) on 13th April 2020, towards financing the costs of the “Municipal Services Project I” (the “Project”). The grant was delegated to AFD by the European Commission under the European Union Facility for Refugees in Turkey (FRIT 2). ILBANK, AFD and the European Commission have agreed to extend the scope of the Project. An Amendment n°1 and n°2 to the Contribution Agreement between the Commission and the Agency was signed respectively on December 18th, 2020, and June 23th, 2025. Within this scope, ILBANK intends to apply part of the proceeds to recruit individual consultants.
The overall objective of the Action is to contribute to the improvement of the living conditions of host communities and Syrian refugees in the South-East of Türkiye in terms of access to water and sanitation services. The scope of the Project (Municipal Services Project I) has been extended to include solid waste management, based on priority action areas.
The specific objectives are as follows:
(i)Provide access for host communities and SuTPs (Syrians under Temporary Protection) to safely managed drinking water, and wastewater and solid waste services.
(ii)Participate in the protection of the region’s environment and, in particular, of its resources in fresh water, under stress due to climate change.
(iii)Contribute to the mitigation of greenhouse gas emissions through an improved management of municipal solid waste and wastewater.
(iv)Support the municipalities and water and sewerage administrations (Su ve Kanalizasyon Idaresi or SKI’s) in achieving operational and financial sustainability in solid waste, water and sewerage services.
The specific objectives (ii), (iii) and (iv) are essential to the first objective’s sustainability.
The Action will consist of three main components, one infrastructure component (Component 1) and one capacity building and technical assistance component (Component 2), as well as a communication and visibility component (Component 3).
The Project, which is meant to last 120 months from 1st January 2020 onward, includes 3 components:
1)A Municipal Services infrastructure investment component, comprising nineteen projects located in eight provinces (Kilis, Şanlıurfa, Gaziantep, Mardin Mersin, Hatay, Malatya and Adıyaman); the exact list of these sub-projects is included below (Appendix 1);
2)A technical assistance component, including in particular accompanying measures to improve the performance of water and wastewater, and solid waste management operators (municipalities and metropolitan municipality water and wastewater administrations called “SKIs”), and to support ILBANK in on-granting and on-lending/loan management of the Project.
3)Communication and visibility actions.
The Project is further described in Appendix 1 below.
The Final Beneficiaries of the Project are the targeted water and wastewater operators, whether municipalities, Metropolitan Municipalities or Water and Sewerage Administrations (“SKI”), with which ILBANK signed/will sign On-Granting/On lending Agreements, and which will be the owners of the assets financed as part of Component 1. These are:
6 SKI in Şanlıurfa (SUSKI), Gaziantep (GASKI), Mardin (MARSU), Mersin (MESKI), Hatay (HATSU) and Malatya (MASKI);
4 non-metropolitan municipalities (the centre of Kilis, the centre of Adıyaman, the district municipalities of Elbeyli and Polateli located in the province of Kilis ), which manage their water and sanitation services directly under their own management;
3 metropolitan municipalities (Gaziantep, Şanlıurfa, and Malatya) for the solid waste management sub-projects.
The Primary Beneficiary and technical and financial co-ordinator of the Project is ILBANK, which will act as the Financial Intermediary (FI) to transfer funds to participating municipalities or utilities in the selected provinces within the scope of Component 1 (investments); in addition, ILBANK will directly procure some tenders in relation with Components 2 and 3 (consultancy services such as audit of the project’s account, communication and visibility services and external supervision for works). To be able to achieve these tasks, ILBANK has set a Project Management Unit (PMU) within its International Relations Department which will be responsible for coordinating and supervising overall implementation of the Project at central level. Participating municipalities/utilities will be responsible for sub-project investment implementation and will set up municipal project implementation units (PIUs) at local level to ensure effective sub-project implementation. As owners of the assets to be financed as part of Component 1 (investments), the targeted municipalities, Metropolitan Municipalities and SKIs will be the primary entities responsible for procurement of work and equipment packages; ILBANK’s PMU will provide assistance for project management to the final beneficiaries (with particular attention to those which are not used to working with international donors). ILBANK’s PMU will also be directly responsible for the procurement of some of the consultancy services (namely: audit of the project’s account, communication and visibility services, external supervision for works), as well as for the purchase of equipment and services (ex.: laptops, project management, software, and small expenses such as per diems, plane tickets, etc. as part of a sub-component dedicated to the technical assistance to the PMU.).
Within the framework of the Project, one Environmental Consultant (AFD2-IND03) will be employed at Project Management Unit of the General Directorate of ILBANK.
2.OBJECTIVES
The main objective is to employ one experienced Environmental Consultant to reinforce ILBANK’s PMU in the project implementation activities as indicated below. The Consultant will be based full-time at ILBANK Headquarters in Ankara.
3.SCOPE OF THE SERVICES
The Consultant shall provide environmental management services to the ILBANK PMU during the course of projects preparation and implementation. The scope of the services of the Consultant is to provide assistance and consultancy for the identification and management of all environmental issues related to the Project, and in particular:
a.Identify/anticipate environmental risks and define the measures to adopt a mitigation hierarchy approach (avoid, minimize, reduce, compensate/offset of these risks and impacts);
b.Assist in the preparation of environmental assessment issues of the tender documents for the coverage of the environmental risks and their management; in particular, support the relevant stakeholders in the finalization of the ESHS qualification criteria in the bidding documents;
c.Review all environmental and social assessment documents/reports (including but not limited to Contractors’ Code of Conduct, Contractors’ Environmental and Social Management Plan, Engineer’s E&S Monitoring Plan, etc.) and provide comments/recommendations to the PMU’s management and/or relevant stakeholders; Ensure all E&S documents are designed in line with WB ESS in terms of content and quality.
d.Support the implementation of the applicable the environmental legislation, regulations, policies and standards set by the Turkish Legislation and the relevant Financial Institutions’ Standards (AFD applies the World Bank’s Environmental and Social Framework in terms of E&S risk management);
e.Review, revise and consolidate the preparation of environmental and social assessment documents including ESIA, ESMP, and other management plans, procedures, method statements for site-specific issues in line with Turkish Legislation and applicable the Financial Institutions Standards;
f.Monitor and support compliance of project activities with the approved ESIAs/ESMPs and other relevant management / sub-management plans (Traffic Management Plans, Community Health and Safety Plans, etc.) and ensure that such documents are finalized, approved and implemented on the field in a timely manner;
g.Support the PMU for the preparation of Project Progress Reports, implementation of Monitoring and Evaluation Activities within the scope of the Project in line with the financial institutions safeguards;
h.Conduct field visits for the project monitoring purposes including visits to municipalities/utilities for the assessment of the environmental issues of the Project; assist/participate in audits/monitoring missions conducted by the Bank/Financial Institutions or the any other authorities including the Ministry of Environment, Urbanization and Climate Change;
i.Supervise, monitor and report the environmental performance of the works contractors and the supervision consultants; and when requested by ILBANK conduct “on-the-job” or specific trainings on the environmental issues related to the project scope and ensure PMU and PIU teams maintain adequate awareness of the environmental and social instruments and the environmental aspects of the Project;
j.Support PMU in monitoring and evaluation activities and keep the PMU management regularly informed of key environmental matters, compliance status, risks, ongoing actions, and monthly environmental performance under the Project.
4.REPORTS
The Consultant shall prepare and update all reports and comment on any activity reports as required/requested by AFD. He/she will fill in detailed monthly time sheets on his/her activities and comply with his/her contract’s requirements in terms of payment/time justification in the context of high accountability under EU financing. The reports prepared by consultants will be submitted to ILBANK PMU.
5.DURATION AND LOCATION OF THE SERVICES
The services will be required on a full-time basis for an expected duration of three years. The Environmental Consultant is expected to commence work from August 2026, with two months’ probation period and a yearly renewable contract, if performance is satisfactory. As it is mentioned that the contract is a yearly renewable one, the subject document will be renewed according to ILBANK’s procedures, at the beginning of January every year.The position will be based in Ankara. If required, and with the approval of the Client, the Consultant shall attend the site visits to project areas, municipalities/SKI’s and ILBANK Regional Directorates within the scope of the Project. The Consultant is expected to work closely and in good collaboration with the other individual experts to be recruited within the scope of the Project.
6.QUALIFICATION REQUIREMENTS
a.At least bachelor’s degree in Environmental Engineering or any other related field, advanced degree on related field such as environmental sciences, applied ecology, wildlife conversation etc. will be considered as a plus,
b.At least eight (8) years of general work experience,
c.At least five (5) years of specific work experience in the preparation or implementation of EIA/ESIAs and/or the implementation of ESCPs/ESMPs,
d.Proven track record of environmental assessment, documentation and/or implementation or monitoring in at least 1 (one) project financed by international financial and development organizations such as; World Bank/IFC, the European Union, AFD, the United Nations, EBRD, JICA, KfW, etc.
e.Practical knowledge of national environmental legislation, norms and procedures; as well as internationally recognized and widely referenced E&S benchmarks, standards and best practices (WB ESF, IFC PS, EBRD PR, Equator Principles etc.) is required,
f.Experience in environmental monitoring and reporting in infrastructure projects such as water or wastewater sector and solid waste management shall be considered an asset,
g.Knowledge in national occupational health and safety (OHS) legislation and experience in OHS practices in infrastructure projects shall be considered an asset,
h.Proficiency in key computer applications (eg., MS Word, MS Excel, MS PowerPoint and MS Project),
i.Fluency in written and oral English and Turkish.
7.METHODOLOGY
The consultant will be hired following the guidance of AFD’s “Procurement Guidelines for AFD-Financed Contracts in Foreign Countries (October 2019)”. The contracted position will be the Environmental Consultant of ILBANK PMU in Ankara.
The contract will be signed between the ILBANK Department of International Relations or his/her designee and the consultant. The recruitment of contract will be subject to “No objection” of the AFD.
