| Procurement Number (from procurement plan) | 403/AUDA/DITIR/CQS/2026 |
| Background | Equitable access to Water, Sanitation, and Hygiene (WASH) is essential for inclusive development across Eastern and Southern Africa. Despite progress, large gaps remain in Sub-Saharan Africa — about 1 in 3 people, and nearly 1 in 2 rural residents, still lack access to at least basic drinking water services; and about 2 in 3 people, and roughly 3 in 4 rural residents, still lack access to at least basic sanitation services (World Bank WDI). These deficits undermine health, constrain economic productivity, increase climate vulnerability, and slow progress toward Sustainable Development Goal 6.The Regional Support Project under the WASH Multi-Phase Programmatic Approach (MPA) supports Eastern and Southern African countries in strengthening systems, institutions, and financing mechanisms to accelerate access to water, sanitation, and hygiene services.Africa faces an estimated annual infrastructure financing need of approximately USD 93 billion, with a financing gap of nearly USD 50 billion. While private capital and Development Finance Institution (DFI) resources are increasingly available, a critical bottleneck persists: the shortage of well-prepared, bankable projects ready for investment — particularly in the water sector.Water infrastructure remains among the most underfinanced sectors due to:Revenue collection constraintsSocial tariff sensitivitiesClimate vulnerabilityPolitical economy risksLong concession tenors (15–30 years)Limited public-sector expertise in structuring PPP transactionsA key challenge identified through the WASH MPA Training Needs Assessment (TNA) is the capacity gap across three core knowledge domains: (1) PPP Project Management and Project Finance; (2) Governance and Institutional Arrangements; and (3) Project Environment and Stakeholder Ecosystem. The MPA also includes specific activities related to Viability Gap Financing (VGF) studies (Activity 4.1.1) and supports regional/transboundary water initiatives in collaboration with IGAD and SADC-GMI. This requires specialized knowledge in structuring PPPs within cross-border and multi-jurisdictional contexts. To address these needs, AUDA-NEPAD seeks to design and implement a comprehensive hybrid capacity-building programme aligned with the globally recognized APMG PPP Certification Programme (CP3P), tailored specifically to water-sector PPPs and the WASH MPA regional context. |
| Rationale | This assignment directly supports AUDA-NEPAD’s mandate to accelerate Africa’s development through regional integration and enhanced institutional capacity. By building the skills needed to structure, procure, and manage water sector PPPs, this programme contributes to the realisation of Agenda 2063 — particularly Aspiration 1 (A Prosperous Africa) — and to achieving Sustainable Development Goal 6 (Clean Water and Sanitation). The capacity gap identified in the WASH MPA Training Needs Assessment demonstrates the critical need for external expertise to design, develop, and deliver a structured certification-linked training programme. A consulting firm with APMG Accredited Training Organization (ATO) status is required to ensure the programme meets international standards and that participants can pursue formal CP3P certification. |
| The objectives of the assignment | The primary objective is to design, develop, and deliver a comprehensive hybrid (online and in-person) capacity-building programme on PPPs tailored to the water sector under the WASH MPA framework. The programme shall:Strengthen the ability of AUDA-NEPAD, Member States, and RECs to prepare and structure bankable water PPP projects.Enhance capacity to design and implement Viability Gap Financing (VGF) mechanisms.Improve procurement, negotiation, and contract management of concession agreements.Reduce information asymmetry between public and private sector actors.Build institutional readiness for transboundary and regional water PPPs.Support certification under the APMG CP3P framework (Foundation and Preparation levels, and where feasible Execution level). |
