Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE: Under close coordination with the Health, Nutrition, Education and FSL TA, The WASH SPECIALIST will lead, in collaboration with team members, WASH related sectoral assessments, programme design and master budgeting, fundraising, quality assurance and capacity building.
The WASH SPECIALIST will provide strategic input to programs and guidance on positioning in clusters and other sectoral coordination fora, and in-the-field training for field staff. The WASH SPECIALIST will also be expected to regularly raise quality concerns and report operational challenges as needed. He/she will also be expected to feed into broader country-office advocacy initiatives.

KEY AREAS OF ACCOUNTABILITY:
Supporting the WASH team in developing appropriate immediate and longer-term WASH response plan and strategy. Develop and outline strategy for emergency response as well as strategically placing longer-term WASH programming initiatives and plans.
Work with teams to provide technical inputs to develop high quality concept notes and proposals related to WASH as mandated under WASH strategy, Support in development of project concept notes and proposals, including innovative quick impact projects both for stand-alone WASH and integrated WASH projects.
Provide technical support to save the children teams in designing, planning, implementing, monitoring and evaluating WASH project activities that are integrated into other sectors. Ensure technical quality of programs and support team to analyse monitoring data to improve program design and implementation
Strengthen coordination and integration between, Health and Nutrition, Education and CP FSL, Shelter /Infra programmes and develop ideas for integration of hygiene promotion activities with health and nutrition interventions including adopting learning from previous WASH responses/hygiene promotion activities.
Undertake and lead rapid assessments in emergencies and standard surveys and generate quality assessment and survey reports and support in reviewing Quality Benchmarks which will support field teams and partners to carry out regular monitoring.
Participate in technical project review meetings with field teams (Senior Programme/Project Managers)of other sectors and consortium partners and internally share progress and action
Carry out field monitoring visits to document observations and experiences and share them with field and PDQ teams and contribute for improvement of Programme quality.
Contribute to internal and external reporting including sitreps and other MEAL related activities
Advise on the design and implementation of WASH related activities, tool development, review, pretesting, refinement, and finalization of BCC WASH specific approaches
Ensure WASH activities are implemented in coordination and harmonization with South Sudan WASH Cluster and global WASH guidance, national governments and other relevant platforms as well as SCI standards and Common Approaches.
Develop project tools and guidance to ensure quality implementation and monitoring of WASH standards.
Identify potential WASH training needs of Save the Children and its partners staff, and support development of short trainings and/or reviews of WASH/HBCC implementation.
Support evidence-based learning for programme development, innovation, improvement and advocacy, ensuring that lessons learned are properly documented, effectively disseminated and, incorporated into wider design and implementation of SCI’s work pro-actively discussing opportunities for innovation and integration within programme design opportunities including engaging with Gender especially SRH, Disabilities and Inclusion links.
Work closely with the Monitoring, Evaluation, Accountability and Learning (MEAL) team to ensure quality MEAL systems and frameworks for WASH activities that monitors the impact of projects and progress towards strategic programme objectives.
Ensure accountability is considered throughout the design and implementation of the programmes especially in terms of child safeguarding as well as ensuring child participation in the design, implementation and monitoring of the programmes where possible.
Represent SCI at the WASH cluster, as well as other working groups where appropriate; sharing ideas, updates and best practise

QUALIFICATIONS
Required
MSc Degree or an equivalent in public health, Civil Engineering, Health Promotion, Social Sciences or related field from an accredited/recognized institute.
Additional knowledge in Engineering Design, Bill of Quantity and cost estimation, Hydrology Survey and familiarity with Auto Cad, communication techniques such as graphic design, visual language will be an added advantage
EXPERIENCE AND SKILLS
- At least five years’ experience in designing and implementing of WASH related interventions for humanitarian emergency or health outbreak response and recovery efforts at an advisory level.
- Proven experience with WASH/HBCC material and message design, and capacity strengthening.
- Strong interpersonal and teamwork skills complemented by the ability to conceptualize ideas and advocate consensus.
- Experience planning and facilitating workshops and meetings, with excellent presentation skills.
- Ability to “think out of the box” and to make innovative proposals as related to WASH integration as service provider to SC core sector such Health & Nutrition, Education, FSL and Protection .
- Ability to work effectively in a rapidly changing, fluid environment; including possessing skills in proactive and strategic thinking, problem solving, demand prioritization, and flexibility.
- Excellent written and verbal English language skills including writing reports, and program success stories.
- Strong knowledge of structures at national, State, county and community levels and a minimum of one year working experience for the public health issues at the national level.
