1. Background
The Government of the United Republic of Tanzania has received financing from the World Bank toward the cost of the Water Sector Development Programme Phase III (WSDP III), and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include conducting a comprehensive final evaluation of WSDP III to assess its performance, outcomes, sustainability, and lessons learned.
2. Objective of the Assignment
The main objective of this assignment is to evaluate the implementation and impact of WSDP III, including:
- Assessment of project achievements against objectives
- Evaluation of efficiency, effectiveness, and sustainability
- Identification of key lessons and recommendations for future programs
3. Scope of Services
The Consultant will be expected to:

- Evaluate programme implementation across all five components:
- Water Resources Management and Development
- Water Quality Management
- Water Supply (Rural and Urban)
- Sanitation and Hygiene
- Programme Coordination and Delivery Support
- Review programme performance over 2022–2026 and overall WSDP (2006–2026)
- Conduct field assessments across representative regions and basins
- Apply mixed-method approaches (qualitative and quantitative)
- Engage stakeholders including Government institutions, utilities, development partners, and communities
- Deliver key outputs including inception, draft, and final evaluation reports
4. Duration of the Assignment
The assignment is expected to be completed within 120 days from contract signing.
5. Qualification Requirements Interested consulting firms should demonstrate:
- Proven experience in evaluating large-scale development or donor-funded programmes
- Strong expertise in water supply, sanitation, and water resources management
- Experience in institutional analysis, governance, and sector reforms
- Capacity in gender, social inclusion, and climate-related assessments
- Familiarity with Tanzania’s policy and institutional context
- Availability of a multidisciplinary team (e.g., engineers, economists, social scientists, M&E specialists)
- Experience working with World Bank or similar development partners is an added advantage.
6. Shortlisting and Selection Method
A consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the World Bank Procurement Regulations for IPF Borrowers (July 2016, revised November 2020).
7. Submission Expression of Interest
Interested consulting firms are invited to submit Expressions of Interest including:
- Firm profile and relevant experience
- Description of similar assignments
- Technical and managerial capability
- Availability of appropriate skills among staff

9. Shortlisting Criteria

- Relevant experience in similar assignments
- Experience in water sector and donor-funded projects
- Technical and organizational capacity
