Introduction

UNDP Viet Nam is looking for 01 qualified consultancy firm/institute/organization to assess and implement a Pilot wastewater reuse initiative to promote the circular economy transition in the Mekong River Delta (MRD).  

Since 2020, Viet Nam has set course on an ambitious transformation agenda towards a Circular Economy (CE). The country has integrated its definition of CE[1] in the draft Socio-Economic Development Strategy (2021-2030) and the Revised Law on Environmental Protection[2] (LEP) 2020, which marks a cornerstone in the inclusion of CE principles in policy frameworks. Following the LEP, Decree 08/2022/ND-CP outlined CE principles and stakeholders’ responsibilities in driving the transition towards CE in Viet Nam. The Master Plan on CE[3], issued by the Prime Minister in July 2022, further highlighted the critical role of CE in paving the way for a green recovery, increasing business’s competitiveness, and delivering on the objectives of the Green Growth National Strategy. The Ministry of Industry and Trade (MOIT) is tasked with the promotion of circular business models as stipulated in the Master Plan on Circular Economy Development and the National Action Programme for Sustainable Production and Consumption for 2021-2030. On 22 January 2025, the Prime Minister issued Decision No. 222/2025/QD-TTg, approving Viet Nam’s National Action Plan on Circular Economy (NAPCE). The Decision outlines strategic directions to promote circular economy (CE) models across key sectors, contributing to resource efficiency, waste reduction, climate mitigation, and sustainable production and consumption.

Currently, UNDP is implementing a Netherlands-supported project entitled Accelerate Circular Economy for Business (ACE-Biz), the aim of which is to contribute to Viet Nam’s low-carbon and circular development, by transforming business, through formulating circular guidelines, delivering capacity-building programmes and fostering technology transfer, and demonstrating the certification scheme to promote exchanges of secondary materials and reusable goods through an online marketplace.

In addition, the MRD hosts numerous industrial zones equipped with advanced wastewater treatment systems; however, wastewater reuse practices remain very limited. Therefore, UNDP is seeking a consulting firm to assess and implement a Pilot wastewater reuse initiative to promote the circular economy transition in the MRD.

OBJECTIVES OF THE ASSIGNMENT

This assignment aims to assess demand for wastewater reuse, identify circular interventions, and pilot nano-filtration solutions in selected enterprises and/or industrial zones (IZs) in the MRD.

Specific objectives include:

·       Assess demand and regulatory context for wastewater treatment and reuse in key sectors in the region.

·       Support SMEs in improving water/wastewater management practices and identify feasible circular interventions for wastewater reuse.

·       Pilot and assess feasibility of portable nano-filtration systems in the selected enterprise/industrial zone.
