Objective and Purpose of the Assignment
ADB is helping the Government of Nepal to prepare the Integrated Water Supply and Sewerage Management (Sector) Project, which will contribute to the government’s goals of ensuring basic drinking water and sanitation services for all, as outlined in the 16th Plan. It is consistent with Nepal’s Water Supply, Sanitation, and Hygiene (WASH) Sector Development Plan, which outlines the vision of improved public health and living standards for the people of Nepal through safe, sufficient, accessible, acceptable, and affordable WASH services—any time, for everyone, and everywhere. The project is proposed to be supported through ADB’s sector lending modality because it has several subprojects and the government’s development plans to meet priority development needs. Under a sector loan, multiple subprojects receive support, with due diligence conducted continuously as subprojects are identified and assessed. Representative subprojects will be selectively appraised during the fact-finding stage to serve as a model. The Ministry of Water Supply (MOWS) would be the executing agency responsible for overseeing the planning, implementation, and monitoring of water supply and sanitation (WSS) services. The Department of Water Supply and Sewerage Management (DWSSM) supports providing water supply and sewage facilities in municipalities where utilities do not exist. DWSSM will be one of the project’s implementation agencies. As the project supports the 2015 Constitutional devolution of water services to the municipalities, it is expected that large and experienced municipalities will implement their subprojects, and therefore, such municipalities and subprojects will fall under the scope of this assignment. As the project is supported through a Sector loan, DWSSM has identified a list of municipalities along with their respective subprojects which will be part of this assessment. The specialist will be responsible for the review of ongoing designs: (i) review of the designs, drawings, cost estimate and design principles of the designs of various IWSSMP towns, and (ii) independent review for the finalization of the design documents for bidding procedure.
Scope of Work
The primary objective of this role is to review and assess technical designs related to water and wastewater systems prepared by external consultants or project teams. The consultant will provide expert guidance to ensure designs meet both functional requirements and sustainability standards. As Nepal is highly exposed to climate related risks, the consultant will assess the climate vulnerability of the systems and propose measures to make the technical designs climate inclusive and the build climate resilience of the proposed subprojects. The consultant will be part of the project preparation and processing team responsible for preparation of technical designs. He/she will work closely with other consultants assigned to the project for preparation of feasibility assessments, technical due diligence, and detailed engineer designs for water supply, sewerage management and drainage management subprojects in the project towns. Field visits may be required which will be arranged in coordination with DWSSMP and project personnel for key issue findings, verifications and validation of the design data/parameters.
Detailed Tasks and/or Expected Output
Following will be the specific tasks of the design specialist: 1. Review of Technical Designs and Technical Information: Evaluate the technical specifications and design documents for water and sanitation (wastewater, FSM) systems. Ensure that there is adequate rigor in technical assessments. 2. Compliance and Standards Assessment: Ensure designs comply with local, national, and international standards and there is robust application of engineering principles in designs. 3. Risk Analysis: Identify potential risks in the design and propose mitigation strategies. 4. Climate Risk Assessment: Assess the system vulnerability to climate change and recommend measures to enhance the climate resilience. 5. Sustainability and Efficiency: Assess designs for sustainability, operational efficiency, and environmental impact. 6. Feedback and Recommendations: Provide detailed feedback and recommendations for design improvements. 7. Collaboration: Using international experience and competency, work closely and guide project teams, technical consultants, and other stakeholders to improve quality of the designs. 8. Assist client to take various technical design/recommendation decisions for finalizing the design presented by the consultants.
Minimum Qualification Requirements
Master’s in Civil Engineering with preferably more than 7 years of experiences, review of large scale water supply and sanitation systems. Consultant must have worked closely with MWS/DWSSM in Nepal on previously MDBs/ADB supported projects and must have strong familiarity in the project locations of the IWSSMP subprojects.
