The Sahel faces persistent challenges in small- and medium-scale irrigation — less than 5% of arable land is irrigated across most Sahelian countries. This 12-month integrated consultancy; under the PARIIS Capitalization and DREVE (MPA) Preparation initiative; covers three tasks: (i) develop a harmonized Operational Guide for Sahel irrigation — Type 1 (community-managed schemes); Type 2 (partial private ownership); and Type 3 (full private ownership) — including design standards; O&M protocols; cost recovery models; and CAPEX/OPEX frameworks; co-developed with CILSS; (ii) map donor and partner investments in Sahel irrigation across Burkina Faso; Chad; Mali; Mauritania; Niger; and Senegal (2010–2025; outlook to 2035) to serve as a key input to the June 2026 Accra private sector roundtable; and (iii) provide ad-hoc technical review of engineering designs and bidding documents; and advisory support to the DREVE MPA Program irrigation component in Burkina Faso; Mauritania; and Guinea.
