Position Summary:
The purpose of this position is to provide technical assistance services and related support to accomplish the objectives of the U.S. Department of State-funded Water Efficiency and Conservation Activity (WEC). WEC is a five-year Activity, implemented from September 2022 to September 2027. The objective of the Activity is to increase water use efficiency and conservation in Jordan by applying commercial incentives to the agriculture, industrial, and large-scale water consumers, supporting the government of Jordan’s approaches to water demand management and tailored support to the National Conveyor Project (NCP) and the wider NCP Readiness portfolio.
Essential Job Functions:
• Define and implement a clear vision and technical approach to ensure WEC’s contributions to NCP and NCP Readiness are effective, sustainable, and impactful.• Provide proactive engagement with WEC leadership, USG, NCPMU, and GoJ stakeholders on potential technical assistance ideas for the NCP and NCP Readiness to advance planning and operationalization of the NCP and sustainable management of anticipated additional supply of water and TWW.
• Effectively represent WEC with NCP and NCP Readiness stakeholders, including USG and other donors, implementing partners, NCPMU and MWI, WAJ and utilities, and other stakeholders.
• Proactively lead WEC’s technical coordination and collaboration with the NCPMU and broader water sector agencies as they pertain to the identification and refinement of technical assistance as well as SOW design, planning, delivery, and oversight of direct activities with the NCPMU and broader readiness activities with water sector agencies.
• Provide technical leadership in the design and implementation of activities related to TWW reallocation, water quality, and other related interventions to ensure effective readiness for the sustainable management and use of TWW generated by the NCP.
• Provide effective technical leadership including broader visioning around goals and objectives, detailed activity design, technical inputs, and actionable feedback on deliverables.
• Support the design, management and implementation of grant activities with the NCPMU, public, and private sector stakeholders as they relate to the NCP.
• Lead supervision of consultants and subcontractors including review of deliverables, coordinating implementation delivery, providing updates to the NCPMU, USG and senior leaders at the MWI, and ensuring quality control of outputs in coordination with the Deputy Chief of Party.
• Contribute to the documentation of lessons learned, best practices, and the Activity’s broader learning agenda.
• Actively contribute to all project deliverables and documents as required by project leadership.
• Actively supervise and coach the Component team members and others working on Component 1 activities.
• Provide supervision which includes effective and coordinated delegation of tasks to team members; quality and constructive feedback, and timely reviews; and fostering a collaborative work setting among team members with shared understanding of goals and objectives.
• Actively participate in the Senior Management Team meetings and support coordination, information exchange, and collaboration across Component Teams.
• In collaboration with the DCOP, support development of annual work plans, detailed implementation plans, activity indicator targeting, and budget development.
Required Qualifications:
• Bachelor’s degree in Water Resources Management, Civil Engineering, Public Administration, Economics, International Development, or a related field. • A minimum of 10 years of relevant experience.
• Strong understanding and demonstrated experience with the Government of Jordan and the water sector, encompassing institutional strengthening, capacity building, stakeholder coordination, information management, strategic and master planning, and monitoring systems, alongside extensive expertise in water and wastewater infrastructure and management, including water supply allocation planning, wastewater treatment and management, and wastewater reuse for industrial and irrigation purposes.
• Demonstrated experience collaborating with the Ministry of Water and Irrigation, Water Authority of Jordan, Jordan Valley Authority, and other sector agencies on strategic planning, technical assessments, and system development.
• Experience managing high-level relationships with senior Government of Jordan and donor representatives, particularly in high-profile initiatives.
• Strong analytical skills with effective ability for defining strategic approaches, detailed intervention plans with clear scopes and budgets, learning and adapting activities to new or emerging needs or changing circumstances, and identifying new potential areas of intervention.
• Effective relationship building skills, including ability to work in partnership with consultants, subcontractors, donors, and senior-level Government of Jordan representatives.
• Strong attention to detail with demonstrated ability to provide concrete and actionable feedback.
• Ability to communicate effectively with people and organizations on all levels relevant to the water sector.
• Excellent team management, communication, and stakeholder coordination skills.
• Strong written communication skills, including demonstrated ability to write required documents in a clear, concise, well-organized manner in both English and Arabic.
Preferred Qualifications:
• Master’s degree in Water Resources Management, Civil Engineering, Public Administration, Economics, International Development, or a related field.
• A minimum of 7 years of relevant experience if accompanied by a master’s degree.
Work Environment / Environmental Factors:
• This position is full-time and generally follows a standard business schedule; however, extended hours, early mornings, evenings, weekends, or overtime may be required based on project needs and deadlines.
