As the Team Lead, Stormwater Pollution Prevention, you will provide strategic and operational leadership for a complex and high impact compliance program that protects Calgary’s stormwater system, rivers, and watersheds. You will lead a multidisciplinary team responsible for erosion and sediment control (ESC), stormwater pollution prevention for industrial, commercial, and institutional (ICI) customers, drainage permitting, and drainage concerns. Primary duties include:

  • Lead, coach, and develop a team by creating a safe, inclusive, and high performing work environment; support professional development; oversee recruitment, onboarding, performance management, and workforce planning.
  • Lead delivery of stormwater pollution prevention and ESC programs across construction, development, ICI, and residential sectors, overseeing compliance inspections, drainage permits, warnings, and remedial orders. Provide escalation support for complex, high risk, and politically sensitive compliance files.
  • Provide expert guidance on stormwater management, ESC, drainage, and environmental compliance, interpreting and applying municipal bylaws, technical standards, and provincial and federal environmental legislation to ensure alignment with best management practices, emerging technologies, and water quality objectives.
  • Drive process improvements, program optimization, and data-informed decision-making, developing and monitoring performance metrics and key indicators.
  • Build and maintain relationships with internal business units, regulators, the development industry, contractors, and the public, acting as a key liaison on contentious or complex compliance matters.
  • Participate in emergency response activities, including spill response and EOC/H2OC activations. Serve periodically as On-Call Sampling Coordinator, providing 24/7 operational support during assigned rotations.

Qualifications 

  • A degree in Environmental Science, Engineering, Biology, Chemistry, or a related discipline and at least 8 years of related experience.
  • Equivalent combinations of education and experience will be considered.
  • A valid Class 5 Driver’s License (or provincial equivalency) with no more than 6 demerits OR a Class 5 Graduated Driver’s License (GDL) with no more than 4 demerits, and no current charges or suspension pending is required.
  • Experience working in compliance, inspections, permitting, or regulatory programs within a complex organization is essential.
  • Experience with ESC programs and with compliance education, enforcement, and escalation is essential. 
  • At least 2 years of formal supervisory or people leadership experience will be considered an asset.
  • A professional designation (e.g., P. Eng., CPESC, CICSEC or similar) with experience in construction or development environments will be considered an asset.
  • The successful candidate will have the ability to implement program changes impacting internal and external interested parties, manage competing priorities, and work in sensitive or high-profile environments.
  • Applicants should possess strong political acumen, strong problem-solving, analytical, and decision-making abilities, excellent communication skills, the ability to manage ambiguity, and the ability to influence without authority.
