Action Against Hunger (ACF) has been operating in Gaza since 2005, currently we support vulnerable populations through programmes in Nutrition, Water, Sanitation and Hygiene (WASH), and Food Security and Livelihoods (FSL).

The purpose of the WASH Program Manager is to manage and implement ACF WASH activities within the Gaza strip with a focus on;

Design and Lead Programs

  • Develop, implement, and oversee programs from initiation through closure, ensuring alignment with organisational goals and standards.

 Ensure Contractual Compliance and Results Delivery

  • Fulfil donor contractual obligations by achieving planned activities, outputs, results, and impact across all projects.

Strengthen WASH Team Capacity

  • Build and enhance the technical and managerial capacity of the WASH team at the base to ensure effective program delivery.

Improve quality of WASH interventions

  • Systematically review, analyse, monitor, and adapt standard operational practices to ensure effectiveness, efficiency, and alignment with international standards and community needs.
Key activities in your role will include

Objective 1: Contribute to the development, implementation and supervision of program strategy in the geographical areas of intervention.
Tasks          

  • Collect and analyse primary and secondary data related to the community planning and development related sectors in Gaza; this is undertaken in close coordination with other local and international organizations. 
  • Identify the needs of the most vulnerable populations through regular visits and literature review, and per internal or external assessment or studies.
  •  Proactive participation in the implementation and revision of Action Against Hunger programming strategy and contingency planning ensuring coherence with Action Against Hunger technical policies, position papers, modules and protocols.
  • Propose cost-effective and high-impact responses to identified needs.
  • Ensure the integration of cross-cutting issues (gender, environment and protection topics) into the strategy and the programming.
  • Develop methodology, tools and guidelines that contribute to the strategy and programming for an integrated approach.

Objective 2: Project identification, implementation, follow-up, monitoring and capitalisation as defined in the Project Cycle Management approach.
Tasks           

  • Provide necessary technical and methodological supports for need assessments.
  • Develop project concept notes, proposals and programs in coordination with WASH, administration and logistics departments.
  •  Define program implementation approaches, techniques, modalities and methodologies (including, but not limited to technical specifications, identification and registration of beneficiaries, distribution and sensitization).
  •  Organise, supervise and coordinate the effective implementation of Action Against Hunger programs activities ensuring that its implementation is based on Action Against Hunger principles, approaches, policies, guide and donor requirement, including cross-cutting issues (gender, environment, protection).
  •     Analyse the appropriateness, adequacy and potential impact of all interventions based on an ongoing analysis of the context in the areas of operations and beneficiary needs. 
  •     Identify program constraints and problems during implementation (planning, timeframe, expected achievements), propose solutions and implement after validation by line managers.
  •     Develop an adequate monitoring and evaluation plan in coordination with MEAL Manager; linked with the relevant program/ project objectives and indicators, and ensure that all information and experience in the field and during the implementation of the program is documented and stored appropriately, and methods for the sharing of such knowledge are utilized.
  •     Monitor projects expenditures against the approved budgets with the WASH team, Admin and Logistics departments in order to justify or revise significant variances. 
  •     Provide regular internal reporting according to Action Against Hunger internal reporting structure (APR, etc), and ensure that all donor reporting requirements are produced in a timely and accurate manner.
  •     Participate in the development of all technical tools and documents related to projects (ToRs for consultants and evaluators in coordination with MEAL Manager; ad hoc reports, capitalization reports, etc…)

Liaise with local authorities, partners, UN agencies, cooperatives, research institutes, organizations, NGOs, government bodies and clusters at base level
Tasks           

  •   Develop and supervise a partnerships strategy implementation.
  •   Support field staff in establishing appropriate partnerships for each project or activity within the sector and define clear roles and responsibilities for each party involved.
  •  Supervise and monitor the overall partnership relationship within the sector to ensure the achievements of results and outputs.
  • Support and ensure project staff by engaging them in regular consultation with all stakeholders (including participating communities, government ministries and departments, consultants…
  • Establish appropriate information-sharing relationships with staff in similar positions within other NGOs, government agencies, academic institutions, partners, cooperatives or beneficiaries in Gaza
  • Participate in WASH Cluster, external workshops, working groups and other meetings relevant to sector activities; this includes co-leading specific technical working groups as required.

  • Contribute to advocacy and policy-development activities in the relevant sector at all levels.


Objective 4: – Team management
Tasks        

  • Contribute to the definition of the WASH department in Gaza according to the strategy approved.
  • Provide technical and conceptual leadership to the team and ensure that a high quality of implementation is maintained.
  • Participate in the recruitment and training of field officers, social workers and new members of department.
  • Plan and coordinate team members’ activities through weekly and monthly work schedules.
  • Identify the team’s training needs. 
  • Evaluate each team member’s performance once per year, in collaboration with the Admin/HR department and Head of Base.
  • Coordinate with HR department to prepare mission training plan (MTP) and identify relevant trainings.
  • Prepare coaching sessions to team members regarding required competencies or technical capacity building. 


Objective 5: Coordination, Security and other tasks
Tasks

  •     Ensure that all projects and activities within the relevant sector are consistent with the geographical and oPt strategy
  •     Participate in cross-functional assessments and appraisal activities, general evaluations…
  •     Participate in regular coordination meetings (weekly base, oPt mission meetings….)
  •     Work with the support Team (Admin / Log) and other Program Managers to ensure the provision of relevant administrative and logistical information for the sector.
  •     Provide support to other sectors where appropriate upon request.
  •     Duties that are inherent to the position and requested according to missions’ needs and context
  •     Review, update and edit documents produced by the team
  •     Undertake translation of meeting procedures and documents as required
  •     Ability to monitor work implemented out of office hours in coordination with project staff and Head of Base.
  •     Driving within Gaza base and field sites if required
Do you meet the profile required criteria?

Education

  • University degree in civil engineering or related field 
  • Relevant post-graduate level qualification and knowledge of WASH programming is an advantage.

Technical Specific Knowledge

  • Knowledge in WASH, rehabilitation and construction of infrastructure, Project Cycle Management.
  • Desirable: health promotion, community engagement and participatory approaches.
  • Ability to write donor reports and proposals in English

Previous experience years

  • Two years of relevant professional experience in programming in international organizations or national NGOs at a similar level as PM.
  • Demonstrable experience in Project Cycle Management including budget preparation.
  • Familiarity with international donors’ procedures and reporting is a plus.

Humanitarian Sector Knowledge

  • Experience of humanitarian or emergency programming.
  • Experience of Monitoring and Evaluation of programs/ activities is a plus.

Our remuneration package:
  • Contract Length: 7 Months (extendable pending performance and budget)
  • Based in: Gaza Strip – Deir Al Balah Office with travel to programme activities throughout the strip
  • Salary: Based on Action Against Hunger salary scale.
  • Action Against Hunger provides food and transportation allowances for a fully worked month.
