SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI’s interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams – 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers – intervene with professionalism and commitment while respecting cultural norms.

La mission

Solidarités International has been operating in the Gaza Strip since February 2024, establishing a strong presence in the WASH sector with a particular focus on hard-to-reach areas underserved by other partners. Activities aim to improve access to safe drinking water through the rehabilitation and installation of reverse osmosis units, water trucking and water-point distribution, and the deployment of mobile pumping systems connected to existing wells. SI also conducts water-quality monitoring, distributes shelter, winterization and hygiene kits, promotes good hygiene and water-management practices, and since 2025 has been developing FSL activities such as home-gardening initiatives.
Following the 10 October 2025 ceasefire and the evolution of the operational environment, SI is scaling up its response to remain operationally relevant and expand both its reach and impact.
The mission relies on strong partnerships with local Palestinian organizations such as UFA. Institutional and financial partners include, among others, CDCS, Choose Love, ECHO, Althémis and OCHA.

Job description

General objective:

The WASH Program Manager leads the design, implementation and quality of SI’s WASH response in the West Bank. He/She ensures strategic and technical oversight of emergency interventions, supports programme expansion, supervises and builds the capacity of a new national team, contributes to proposal development and donor engagement, and ensures that activities remain relevant to needs, feasible in the operational context, and compliant with SI standards.

The main challenges:

1) Setting up and structuring a new WASH response in the West Bank with a recently established mission footprint, while ensuring consistent programme quality, tools, processes and coordination with a local partner.
2) Recruiting, training and coaching a new national team so that it can progressively take ownership of planning, implementation, monitoring and reporting.
3) Maintaining strong reactivity and implementation capacity in a tense and volatile political environment, while adapting to access constraints, population movements and rapidly evolving humanitarian needs.

Priorities for the 2/3 first months:

1) Ensure a sound and safe start-up or consolidation of operations, with clear work planning, quality monitoring and strong coordination with support teams and partners.
2) Recruit, train and mentor the national WASH team, clarify roles and ways of working, and put in place solid programme management and reporting routines.
3) Deepen contextual and technical understanding of needs and response options in the West Bank in order to refine SI’s position, delivery modalities and future programme development.

Security constraints:

Security constraints are moderate and broadly level 2, and less complex than in other parts of Palestine. However, the political and security context remains tense and volatile, with occasional access and movement restrictions in parts of the West Bank. The position requires sound security awareness, strict respect of movement validation procedures, and the ability to adapt programming to changing access conditions.

DIPLOMAS AND EXPERIENCE

Bachelor’s or Master’s degree in humanitarian project management, logistics, supply chain, management or related field.

Experience in the humanitarian sector : 3-4 years

Experience on a similar position : 3-4 years

SI will offer you

A salaried position:
According to experience, starting from EUR 2310 gross per month (2100 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750.

SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.

Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS:

SI is in the process of securing a guest house in Ramallah. Living conditions are good: there are cafés, restaurants and supermarkets with broad availability, and movement around Ramallah is generally easy. Travel to other areas of the West Bank can at times be restricted, and the political context remains tense and volatile.
