  1. The Karachi Water & Sewerage Corporation (KW&C) received a loan through Economic Affairs Department (EAD), Ministry of Finance, Government of Pakistan from the International Bank for Reconstruction and Development (IBRD) / and Asian Infrastructure Investment Bank (AIIB) for the Karachi Water & Sewerage Services Improvement Project (KWSSIP). The Government of Sindh (GoS), which will provide the counterpart share of funds for the project and intends to apply part of the proceeds to make payments against this activity for consulting services.
  2. The Consulting Services (“Consultancy Services  for Design Review and Construction Supervision for Priority Water Network, Priority Sewer Network, Water & Sewerage Services for Low Income Communities & Detail Design & Construction Supervision of Sectorization in Karachi for Development of NRW Baseline) include design review & construction supervision of works for the rehabilitation and extension of water supply and sewerage networks in low-income communities, priority sewer network rehabilitation and extension, and priority water network rehabilitation, including installation of meters for KW&SC and detailed design & construction supervision of sectors for development of a NRW baseline. The consultancy will also cover updating of Environmental and Social (E&S) safeguards documents, bidding documents, assistance in managing procurement process for works, construction supervision and contract management, as well as supervision and monitoring of works during the Defects Liability Period.
  3. The scope of the works, for which the consultancy services are required, includes rehabilitation and extension of water supply and sewerage networks in low-income communities through laying approximately 150 km of HDPE water pipelines (75–450 mm in diameter) and 100 km of uPVC/RCC sewer pipelines (200–550 mm in diameter). It further includes priority sewer network rehabilitation and extension  comprising of approximately 66 km of PVC-lined RCC sewer pipelines (250–1400 mm in diameter), replacement of major rising mains from Dhabeji Pumping Station , internal and external sealing of approximately 9,300 pipe joints  for about 45 km of major transmission mains, installation of radar-type open-channel flow meters at four locations in the bulk water supply system, and installation of revenue meters for bulk customers of KW&SC. It also includes detail design & construction of sectors and development of a NRW baseline.
  4. The Assignment is likely to commence by October 2026, and the indicative Implementation Period for the Assignment is as below:
  • The total duration of the phase for Engineering Design Review, Updating of E&S documents, bidding documents, specifications and drawings, and detailed design of sectors for NRW baseline will be Six (06) months.
  • The total duration of the Assistance in tender management will be Six (06) months.
  • Total Duration of the phase for Construction Supervision will be Twenty-Four (24) months excluding defects liability period.
  • The defects liability phase will be 12 months.
  • Total Duration of the consultancy services will be about Forty-eight (48) months.

      5. The detailed Terms of Reference (TOR) for the assignment can either be obtained from the office address            given below during the office hours 0900 – 1700 Hours on working days, Monday to Friday or be                        downloaded from KWSSIP website: www.kwssip.gos.pk.

     6. The Project Implementation Unit (PIU) of KWSSIP, KW&SC now invites eligible Consulting Firms to               express their interest in providing the services. Interested Consultants should provide information                         demonstrating that they have the required qualification and relevant experience to perform the services.

     7. The shortlist will contain Five (05) to Eight (08) firms as per Client’s discretion.  The Client shall shortlist           the firms with best qualification and experience, therefore meeting the minimum qualification                             requirements does not guarantee shortlisting. The Shortlisting Criteria are as below.

         a. Track Record: The company/firm should be legally registered and should have the required capacity                  and experience along with a proven track record of 10 years of working as a design & construction                       supervision consultant for large and complex water and sanitation infrastructure projects.

         b. General Experience: The firm or joint venture (JV), should have experience of providing services                     related to Design & Detailed Construction Supervision for two (02) infrastructure development works                 of comparable scope/size and complexity undertaken during the last ten (10) years financed by                             international or multilateral development banks or financiers having a minimum contract value of US$               02 million

         c. Relevant/ Specific Experience: Experience of at least one (01) consultancy assignments of a                               comparable magnitude and scope completed in last 10 years covering the following scope:

               i. Design Review or Detailed Design Services related to Water Supply & Sewerage Projects along                          with allied facilities having a minimum contract value of US$ 0.5 Million.

               ii. Construction supervision of works related to Water Supply System & Sewerage System Projects                         along with allied facilities having a minimum contract value of US$ 2 million.

              iii. Management of Environmental and Social Safeguards, including compliance with international                           financing institution (e.g., World Bank or Asian Development Bank (ADB)) standards,                                         environmental and social due diligence, and Environmental & Social impact assessment (ESIA)/                         Environment & Social Management plan (ESMP)/ (Resettlement Action Plan (RAP) preparation,                         review, and implementation monitoring during the design review and/or construction supervision                         having a minimum contract value of US$ 1 million .

Experience of at least one (01) consultancy assignment(s) completed in last 10 years demonstrating expertise for Detailed Design & Construction Supervision Services related to District Metered Zones and allied facilities.

         d. Overall Managerial Capacity (Core Managerial and Technical Staff)

           The consultant shall provide the list of professional technical and managerial staff and the institutional                  arrangement with the consulting firm’s organization.

      8. The attention of interested Consultants is drawn to Section III, paragraphs (3.14), (3.16) (3.17) (3.18)                  (3.20) & (3.21) of the World Bank’s “Procurement Regulations for IPF Borrowers” (Fifth Edition                        Revised September 2023) setting forth the World Bank’s policy on conflict of interest.

      9. Consultants may associate with other firms to enhance their qualifications but should indicate clearly                  whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a Joint                Venture, all the partners in the Joint Venture shall be jointly and severally liable for the entire contract, if            selected.

     10. A Consultant will be selected in accordance with the Section-VII, Open Competitive Selection of                        Consulting Firm, Clause 7.3 QCBS of World Bank’s Procurement Regulations for IPF Borrowers                  (September 2023).
