Objective and Purpose of the Assignment

The Jalal-Abad Water Supply and Sanitation Program (JAWSS) will be the fourth RBL project in the Kyrgyz
Republic (footnote 1). The Government of the Kyrgyz Republic has requested the SEFF activity to support
capacity development, effective implementation and monitoring of the RBL project, and verification of
achieving results.

The activity will back the ensuing JAWSS, which uses the results-based lending (RBL) modality, in (i) 

component 1—support the government’s program development, sector modernization, and design; and verify
disbursement-linked indicators (DLIs); and (ii) component 2—strengthen the capacity of the RBL project´s
executing and implementing agencies, and assist RBL project preparation and implementation. Two
consulting firms will be recruited to provide (a) RBL project, engineering design, and program support;
and (b) an independent verification agent (IVA) for the validation of DLIs. Individual consultants will
be engaged to support RBL project´s implementation and to help define the DLIs. The activity will also
finance the nonconsulting services of an independent external auditor to carry out the project audit.
The effective implementation of the RBL output will include support for strengthening government’s
program systems and, sector modernization to effectively manage and implement the RBL project, primarily
in monitoring activities relating to the DLIs, non-DLIs, PAP, safeguards, procurement and fiduciary
aspects. The consultants hired under the activity will also conduct independent evaluation of DLI
achievement.
Project implementation services of individual consultants are required to support DWSSDD and ARIS to
expedite the effective delivery of the RBL project and strengthen capacity. The individual consultants
will be engaged initially for 82 person-months under the SEFF activity for 2026.

Scope of Work

Specific functions of an infrastructure engineer include, but are not limited to the following:
• Prepare terms of reference for selection of international and national Detailed Engineering Design
consultants (DED), and Construction Supervision Engineers (CSE);
• Prepare request for Expressions of Interest (EOI) and invitation for EOIs for posting on the
appropriate web-based platform for all international and national engineering consultants to be
recruited under the Program;
• Prepare terms of reference for topographic, geotechnical, environmental and other technical surveys as
required;
• Based on work of evaluation committee, prepare evaluation and recommendations report for selection of
consultants for approval of the Tender Commission (TC);
• Oversee and manage DED consulting contracts, including:
o Discussion and coordination with the consultants and the appropriate authorities regarding all design
matters;
o Participate in discussion and coordinate final designing matters, including technical specifications,
and environmental impact remedial measures;
o Assess the needs and recommend additional topographic surveys, technical surveys, and environmental
impact assessments under selected subprojects;
o Review final designs, including drawings and technical specifications provided by consultants-
designers, assess compliance of documents with technical norms and standards, reliability of estimates
and bills of quantities as well as feasibility of the proposed work schedules;
o Accept final detailed design report, including the proposed Environmental Management Plan (EMP) in
accordance with local requirements;
o Review the packages of tender documents prepared by consultants, including the draft contracts for
contractors and/or suppliers, to ensure compliance with local regulations including measures to ensure
implementation of EMP;
o Endorse the final DED reports for submission to the appropriate LSG bodies:
• In conjunction with an ARIS procurement specialist, prepare tender documents;
• Participate in the process of procurement of contracts for construction and installation works and/or
supply of goods for implementation of subprojects, including presentations to the TC;
• Coordinate the activity of field engineers and technical supervision engineers;
• Administrate the contracts for construction works, including verification and approval of Certificate
of Completion, preparation and issuance of variation orders as well as fulfillment of contract
procedures;
• Oversee implementation of subprojects to ensure compliance to environmental, social and labor
safeguards in accordance with the regulations of ADB and the Kyrgyz Republic;
• Regularly ensure that AOs involved in the Program follow the agreed terms of implementation of
subprojects;
• In conjunction with the Client of subprojects, commission the completed facilities;
• Prepare subproject progress reports and subproject completion reports;
• Participate in development of terms of reference, for selection and employment of technical management
personnel for the facilities;
• Provide assistance in the preparation of operation manuals for each subproject facilities;
• Provide information about the progress of the component for dissemination in mass media;
• Prepare and submit reports, responds to letters, Program analytical notes and other information for
the management and external partners;
• Prepare environmental and social safeguard reports for incorporation in the AI’s quarterly progress
reports;
• Participate in developing a management information system and arrange for data collection, entrance
and processing of data;

Detailed Tasks and/or Expected Output

The objective of the assignment is to coordinate and implement the engineering and technical activities
under the Program.
Minimum Qualification Requirements

• Higher engineering education/Master in design and construction of urban and rural water supply and
sanitation facilities or other relevant engineering infrastructure;
• Knowledge of best international practices of technical design and local SNiPs for designing and
construction works;
• Knowledge of local requirements and procedures for supervision of construction works, as well as the
principles of maintenance of relevant documents for inspection and audit;
General experience in the field of:
• Minimum 10 years’ experience in design and/or construction of rural and urban water supply, sewage,
sanitation, and water treatment systems and other relevant infrastructure facilities;
• Minimum 3 years’ experience in management and supervision of contracts for construction of
infrastructure facilities;
• Experience in relevant projects for implementation of similar projects financed by international
agencies (ADB, EU, USAID, UNDP or other international bilateral donor organizations);
• Experience in technical and environmental evaluation and management for infrastructure projects.
Special skills:
• Ability to work in diversified team of international and local consultants;
• Ability to elaborate recommendations for improvement of the quality of project proposals in terms of
technical and environmental aspects;
• Communicational skills: writing and speaking Kyrgyz, Russian and English;
• Computer skills: MS Office, WORD, EXCEL, Outlook, Internet Explorer, graphic and calculation software.
