Location: Malakal, South Sudan
SI has been operating in South Sudan since 2006, and has developed activities in emergency and post emergency contexts, particularly in rural and semi-urban areas. Its expertise in running emergency WaSH intervention is highly acknowledged by all WaSH actors and donors present in the country.
Context:
– Food insecurity is one of the highest in the world due to recurring shocks (consecutive years of widespread flooding, conflict-based displacement), and an ongoing protracted macro-economic crisis.
– The country also faces cholera outbreaks on a yearly basis, has very limited sanitation coverage and safe water access remain a challenge for most of the population.
– On top of these chronic situations, South Sudan has been highly impacted by the war that started in Sudan in April 2023. By march 2026, more than 1,300,000 people had entered South Sudan, the vast majority entering through the Joda/ Wunthow border point in Renk County, Upper Nile State (northern part of South Sudan).
– Since early 2025, resurgence of internal tensions have led to heightened conflict and analysts are worried that the peace conditions offered by the Peace Agreement may not hold.
As a result, 10 million are in need of humanitarian assistance as of 2026.
SI sectors of intervention:
– The portfolio includes both WASH & FSL activities.
– SI’s expertise in running emergency WASH intervention is highly acknowledged by all WASH actors and donors and SI has been one of the first responders of the cholera response.
– SI has since end of 2025 substantive funding to cover FSL activities in the same areas as the WASH response
Areas of operation:
– In Upper Nile, SI has an office in Ulang, Renk and Malakal. The field office in Renk has been set-up to support the ongoing response to the Sudan Crisis and to ensure constant monitoring and rapid access to affected communities. The office in Ulang has been opened at the end of 2025 to respond to the conflict-related needs created in the area. SI’s long term presence in Upper Nile enables the organization to ensure proper coordination with other key players on the ground in order to provide a high-quality response and avoid duplication of efforts.
– In addition, SI has a rapid emergency team based in Juba, who is being deployed following Rapid Needs Assessment in flood, epidemic or conflict induced displacement in the country.
Size of operations:
In 2026, the mission’s estimated budget is around USD 9+ million, and there are 100+ employees.
– The mission is currently funded by ECHO, CDCS, FIFSAN, SSHF, DoS, Norway MoFA.

The mission:
The mission is currently in a scale up phase, aiming at reaching 160 staffs. Coordination team will soon be around 30 staff
In Malakal there is 1 stable expat and 3 that are moving between Renk and Malakal as well as 21 national staff while several recruitments are open.
About the mission
The PM is responsible for implementing SI’s response in Malakal area, including Fashoda and Baliet counties. S/he will be in charge of continuing and strengthening SI’s operational presence, ensuring the timely delivery of high-quality interventions that address urgent humanitarian needs in the WASH sector and Non-Food Item (NFI) distribution. Is in charge of supervising the operational team allocated ot his/her program.
S/he ensures that programs are designed, implemented, and monitored in line with donor requirements, organizational standards, and humanitarian principles.
Suggests adjustments or developments to ensure the continued relevance of the projects under his / her responsibility.
Supports the setting up of a string AAP mechanisms.
Is also responsible for building trusted relationships with local authorities, community representatives, and coordination partners.
Supports the capacity building of the staff both managerial and technical, to ensure the position can be nationalised.
The main challenges of the position are:
– Operations in Areas with renewed tensions: SI’s operations are located in several distinct areas in and outside Malakal, some recently affected by looting and renewed tensions between different population groups. Though relatively stable now, the situation remains volatile and needs to be taken into account and constantly monitored while implementing activities and deploying staff.
– The operational volume of the base has significantly increased recently, in a challenging operational environment, requiring swift decision-making, proven budget management skills, team leadership and constant adaptation.
– Coordination with Diverse Authorities and Actors: The presence of multiple authorities and humanitarian actors with differing agendas complicates coordination and requires careful negotiation to ensure principled and effective delivery of assistance.
– High Needs and Scarce Resources: The humanitarian needs in WASH, and NFIs far exceed available resources. Limited funding and competing priorities constrain the scale and scope of interventions, demanding strict prioritization and advocacy.
– Logistical Constraints: Access to SI’s operations in locations outside Malakal are challenging, especially during the rainy season and subsequent flooding, which complicate timely delivery of assistance and sustainment of field operations, and requires relevant activity planning, and anticipation.
– Severe Gaps in Water Quality and Sanitation: Communities face acute shortages of safe drinking water and sanitation facilities, with needs that extend beyond immediate emergency response. Long-term water quality improvement and sanitation system strengthening are essential.
– Safe Storage of Items and Community Engagement: Limited storage facilities and challenging supply chain conditions pose risks for the management of NFIs and WASH materials. At the same time, meaningful community engagement is critical to ensure accountability, participation, and ownership of the response.
– Lack of technical capacity and managerial gaps among some of thenational staff, hence the need to focus on capacity building.
About the job
Priorities in the first 2-3 months:
– The 6-month SSHF project will have just started. S/he hence will have to follow-up on potentially remaining recruitment, ensure that harware activities can be conducted on time and that the workplan is still on track, ensure that project’s monitoring tools are regularly updated, as per internal guidelines, for proper monitoring and follow-up, and propose adjustments if required.
– The WASH PM will take his / her position when year 2 of an ongoing ECHO project will have just begun. S/he hence will have to ensure the continuity of planned activities as well as the kick-start of new activities (related recruitment, kick-off meeting with updated workplan and procurement plan, preparation of monitoring tools and engagement with relevant partners). and year 1 of a CDCS project will be finishing.
– The WASH PM will take his / her position when year 1 of a CDCS project will be about to finish. S/he hence will have to ensure the finalization of activities under this grant, conducting the necessary surveys to report on donor indicators, writing up reports including the final report. In case this project is extended into a year 2, the PM will be in charge of desiging upcoming WASH and distribution of NFIs activities, in coordination with the FSL PM to address FSL needs, designing, planning and carrying the necessary WASH-specific assessments in and around Malakal to ensure upcoming activities are aligned with the most urgent community needs. Map water sources, sanitation facilities, and gaps in NFI coverage to inform targeted interventions.
– Maitain and strengthen existing Community Engagement and Accountability Mechanisms, and set-up new ones where needed : Set up feedback and complaints mechanisms in collaboration with communities to guide programming and strengthen trust.
– As the rainy season will have just started, with expected seasonal floodings, ensure constant monitoring and coordination with partners and the sectors to launch Priority WASH and NFI Interventions in areas with arising critical needs : water chlorination,distribution of hygiene kits. Ensure timely distribution and safe storage of NFIs to support displaced and vulnerable households. In a general manner, prepare for Seasonal and Epidemic Shocks or Conflcit displacement: Ensure contingency plans are in place for anticipated emergencies (flooding, cholera outbreaks, new displacement). Pre-position essential WASH supplies and NFIs where feasible.
– Maintain and Strengthen Coordination and Partnerships: Engage actively in WASH, NFI, and inter-agency coordination platforms at county and state levels. Align with partners’ strategies to avoid duplication and maximize coverage, particularly in hard-to-reach locations.
– Capacity building of the national staff
Security Constraints:
Malakal: curfew at 6 pm, but can move around with the humanitarian hub and UNMISS compound (except PoC) without curfew.
Fluid security situation can have significant impacts on access to the field and activities,

Your profile
Experience:
- 3-4 years as a program manager in humanitarian relief contexts
- Diploma: BA in Engineering, Biology, Water Resources Management, Hydrogeology, or similar
- Emergency Response: Capability to adapt WASH interventions in response to emergencies, such as disease outbreaks, natural disasters and conflict
- Technical and project management documents writing. Ablility to develop technical BoQs.
- Knowledge of distributions, CASH and NFI interventions
- Community & Stakeholder Engagement
Language:
- Fluent English – written and spoken
- Arabic is an asset

SI will offer you:
A salaried position: According to experience, starting from EUR 2100 gross per month (2100 EUR base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 700.
SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.
Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.
Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
Living conditions : The Program Manager lives in guesthouse with the other national delocalized staff. Accommodation rooms and bathing facilities are shared. Electricity is quite stable and restaurant services provided by IOM. There is a kitchen with basic cooking facilities, and a cleaner/cook. Satelite internet is available.
