CONSULTING SERVICES –FIRMS SELECTION

Assignment Title: Consultancy Services for Program Management Consultancy (PMC), KWSSIP-II.

1. The Karachi Water & Sewerage Corporation (KW&SC) received a loan through Economic Affairs Department (EAD), Ministry of Finance, Government of Pakistan from the International Bank for Reconstruction and Development (IBRD) / and Asian Infrastructure Investment Bank (AIIB) for the Karachi Water & Sewerage Services Improvement Project (KWSSIP-II). The Government of Sindh (GoS), which will provide the counterpart share of funds for the project, and intends to apply part of the proceeds to make payments against this activity for consulting services.

2. The Consulting Services (“Consultancy Services for Program Management Consultancy (PMC) under KWSSIP-II”) aim to support the Project Implementation Unit (PIU) of KW&SC in the planning, coordination, monitoring, and implementation of project activities. The services include providing high-level advisory support in project planning, scheduling, procurement, implementation, contract management, quality control & assurance, monitoring and evaluation, financial management & cost control, safeguards and fiduciary compliance, and risk management. The PMC will also assist in strengthening institutional capacity through development of systems, standard operating procedures, digital project management tools, and structured capacity-building programs, while ensuring compliance with environmental and social safeguards requirements and financing partners’ guidelines.

3. The scope of services further includes assistance in maintaining a comprehensive project implementation schedule, facilitating coordination among project stakeholders, and supporting the preparation of consolidated progress reports, dashboards, and evaluations. The PMC will assist the PIU in reviewing procurement documents, supporting bid evaluations, advising on contract administration and dispute management, and monitoring implementation risks, all within the agreed timeframe. In addition, the PMC will support quality assurance and quality control reviews of project activities, strengthen monitoring systems for key performance indicators, and provide advisory support for institutional development, training, and knowledge transfer to enhance the long-term operational capacity of the utility.

4. The Implementation Period for the Assignment is Forty-eight (48) months, which is likely to commence in September 2026.

5. The detailed Terms of Reference (TOR) for the assignment can be obtained from the office address given below during the office hours, 0900 – 1700 Hours on working days, Monday to Friday or download from KWSSIP website: www.kwssip.gos.pk.

6. The PIU) of KWSSIP, KW&SC now invites eligible Consulting Firms to express their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualification and relevant experience to perform the services.

7. The shortlist will contain Five (05) to Eight (08) firms as per Client’s discretion. The Shortlisting Criteria are:

a. Track Record:

The company/firm should be legally registered and should have the required capacity and experience along with a proven track record of at least 10 years working as a design & construction supervision and/or project/program management consultant for large and complex water and sanitation infrastructure projects.

b. General Experience:

The firm, or joint venture (JV), should have experience of at least one project having a minimum contract value of US$ 1 million in supporting or managing large-scale, high-value, and complex projects that are financed by international or multilateral development banks or financiers, undertaken during the last ten (10) years.

c. Relevant/ Specific Experience:

Specifically, the firm must provide evidence of experience covering all key aspects of the project cycle having a minimum contract value of US$ 1 million. This includes:

  • Project technical design and engineering, planning, budgeting, procurement and contract management, quality assurance, financial management, and project integration management.
  • Safeguards management and compliance monitoring.
  • The firm must have successfully executed at least one assignment that are similar or comparable in terms of nature, size, scale, value, and complexity during last ten (10) years.
  • Firms that have previous experience serving as project or program management consultants, or as project or program implementation consultants, will have a distinct advantage in the evaluation process.

d. Overall Managerial Capacity (Core Managerial and Technical Staff)

The consultant shall share the list of professional technical and managerial staff and the institutional arrangement with the consulting firm’s organization.

8. The attention of interested Consultants is drawn to Section III, paragraphs (3.14), (3.16) (3.17) (3.18) (3.20) & (3.21) of the World Bank’s “Procurement Regulations for IPF Borrowers” of September 2023 setting forth the World Bank’s policy on conflict of interest.  

9. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a Joint Venture, all the partners in the Joint Venture shall be jointly and severally liable for the entire contract, if selected.

10. A Consultant will be selected in accordance with the Section-VII, Open Competitive Selection of Consulting Firm, Clause 7.3 QCBS of World Bank’s Procurement Regulations for IPF Borrowers (September 2023).
