The consulting services will support the implementation of an institutional assessment of the Ministry of Water and Environment and its affiliated institutions in Yemen. The assignment will include refining the assessment methodology and sampling framework; reviewing relevant laws; regulations; strategies; and institutional documents; conducting in-depth interviews and focus group discussions across selected governorates; processing and analyzing qualitative and documentary data; and comparing the findings with relevant international experience and literature. The Consultant will prepare a preliminary analysis report; present findings at a stakeholder workshop in Amman; and produce a final report with evidence-based conclusions and recommendations following a validation workshop.
