Objective and Purpose of the Assignment
- The Water Authority of Fiji (WAF) has entered into a Performance-Based Contract (PBC) for Water Loss
Reduction and Management Services for the Suva–Nausori Water Supply System, financed by the Asian
Development Bank under Loan 4630-FIJ: Healthy Oceans and Water Security Improvement Project. The
Contract adopts a multi-phase approach covering DMA establishment, water loss reduction, and long-term
maintenance, with performance-based payments and incentives. - WAF requires the services of a Program Manager to act on behalf of the Employer to oversee,
supervise, and administer the Contract, and to ensure that implementation complies with contractual,
technical, and performance requirements.
Scope of Work
- The expert will be required to:
(i) Support WAF in the effective contract administration and technical supervision of the Performance-
Based Contract;
(ii) Ensure that the Contractor’s works, services, and outputs are delivered in accordance with the
Contract, Specifications, and agreed performance targets;
(iii) Protect the Employer’s interests with respect to quality, time, cost, and performance outcomes;
Detailed Tasks and/or Expected Output
- The Program Manager shall perform, but not be limited to, the following tasks.
Contract Administration
(i) Act as the Employer’s representative for day-to-day contract administration in accordance with the
Contract and FIDIC-based Conditions.
(ii) Assist WAF in interpreting contractual provisions and ensuring consistent application across all
phases of the Contract.
(iii) Review and manage correspondence, notices, submissions, and approvals required under the Contract.
(iv) Support WAF in managing variations, claims, extensions of time, and performance-related adjustments
in accordance with contractual procedures.
(v) Maintain proper contract records, registers, and decision logs.
Technical Supervision and Oversight
(i) Supervise the implementation of all Contract phases, including:
a. Mobilization and Design & Management Services;
b. Bulk water metering installation;
c. Phase I – DMA Establishment;
d. Phase IIA and IIB – Water Loss Reduction activities;
e. Phase IIIA and IIIB – Maintenance phases.
(ii) Review, assess, and approve (or recommend approval of) Contractor submissions, including:
a. DMA designs and layouts;
b. Commissioning plans and commissioning results;
c. Water loss baseline assessments for each DMA;
d. Work methodologies, schedules, and activity plans.
(iii) Verify that works and services are carried out in accordance with approved designs,
Specifications, and good international water loss management practice.
Performance Monitoring and Verification
(i) Review and validate baseline data, service levels, and performance indicators for each DMA.
(ii) Monitor Contractor performance against:
a. Contractual milestones and schedules;
b. Water loss reduction targets and service levels;
c. Maintenance performance requirements.
(iii) Certify or recommend certification of achieved performance for the purposes of:
a. Progress payments;
b. Performance-based payments;
(iv) Ensure that performance measurement and monitoring protocols are applied consistently and
transparently.
Payment Certification and Financial Oversight
(i) Review Contractor payment applications for accuracy, completeness, and compliance with the Contract.
(ii) Verify quantities, outputs, and performance achievements forming the basis of payment claims.
(iii) Certify or recommend certification of interim and milestone payments to the Employer.
(iv) Monitor the application of retention, penalties, and performance-based payment adjustments.
Capacity Building and Knowledge Transfer
(i) Support WAF staff involved in PBC supervision through on-the-job guidance and knowledge sharing.
(ii) Monitor and report on Contractor-led training and capacity-building activities for WAF personnel.
(iii) Ensure that documentation, as-built records, data, and systems are progressively transferred to
WAF.
Minimum Qualification Requirements
- The Program Manager should have a Bachelor’s degree in civil, environmental or chemical engineering,
a post-graduate degree in a water-related related discipline, be a chartered engineer, and have at least
15 years of professional experience in water supply projects, including non-revenue water or water loss
reduction programs, and strong experience in contract administration, supervision, and performance
monitoring. At least 10 years of this experience should be related to contract supervision for water
supply projects. The expert should have demonstrated experience in the supervision/administration of
performance-based non-revenue water management contracts, and FIDIC contracts. Previous experience
working in Fiji would be preferred.
Minimum General Experience: 15 Years
Minimum Specific Experience (relevant to assignment): 10 Years
