Job Description
Background
The Systematic Observations Financing Facility (SOFF) is a UN Multi-Partner Trust Fund established by WMO, UNDP and UNEP. The purpose of SOFF is to effectively support developing countries, in particular Least Developed Countries and Small Island Developing States, in generating and internationally exchanging basic weather and climate observations to achieve compliance with the Global Basic Observing Network (GBON).
The SOFF Secretariat is hosted by WMO in Geneva and follows WMO regulations and rules with respect to all administrative policies and procedures. It comprises a team of professional staff and operates under the overall guidance of the Steering Committee and is accountable to it. The SOFF Secretariat administratively reports to the WMO Assistant Secretary General.
Duties and Responsibilities
Under the overall supervision of the SOFF Programme Management Officer, the incumbent will perform the following duties:
Partners initiatives
- Act as SOFF focal point for the Water at the Heart of Climate Action initiative, helping to strengthen coordination and identify synergies amongst the members of the consortium.
- Support the coordination of activities with other programmes with which SOFF has operational partnerships, including with the signatories of the Framework for Collaboration for Enhancing Systematic Observation.
- Support the organization of SOFF operational events and meetings, including Regional Workshops.
Portfolio Management
- Coordinate a portfolio of SOFF supported projects in designated countries, including in the partner countries of the Water at the Heart of Climate Action initiative. Act as a primary point of contact and relationships manager for relevant National Meteorological Services, Implementing Entities and Peer Advisors.
- Within the dedicated portfolio, support the review and quality assurance of SOFF Investment Funding Requests and facilitate implementation of SOFF operations, in coordination with partner multilateral climate funds. Engage with the SOFF Advisory Board members to keep track of hydromet investments covered within the designated portfolio.
Other tasks
Contribute to the preparation of Steering Committee documents and presentations related to SOFF Operations.
Required Skills and Experience
Education:
Master’s degree or equivalent in Geography, Environmental Sciences, Public policy, Meteorology, Climate-related field or a closely related field. A first-level university degree or equivalent in combination with two years of additional directly relevant experience may be accepted in lieu of the master’s degree.
Experience:
- A minimum of two (2) years of combined national and international progressively responsible experience in project or program-related portfolio management.
- Operational experience in SOFF-supported countries is an asset.
- A strong understanding of climate finance projects and procedures, project design and implementation, and the broader ecosystem of climate finance partners are advantage.

Languages:
Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage.

Salary and Allowances
The position is funded from extra-budgetary funding.
Annual net base salary on initial appointment is: US$ 56,046
Annual post adjustment on initial salary is: US$ 50,722 (in addition to the net base salary)

Probation
Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
