Technical Adviser – Water Access and Water Efficiency

The Embassy of Denmark in Ghana, in partnership with Ghana Water Limited (GWL), is recruiting a Technical Adviser to support a Danish-funded UNICEF-programme focused on improving water services for low‑income urban communities in Ghana.

The role
Based in Accra and seconded to GWL’s Low-Income Customer Support Division (LICSD), the adviser will combine practical technical support, programme coordination, and institutional strengthening in close collaboration with GWL, the Embassy of Denmark, and other stakeholders.

Main tasks and Responsibilities

  • Provide technical and strategic advice on water access, water efficiency, and service delivery in low-income urban areas.
  • Act as the technical link between DANIDA-supported activities and investments financed through the African Development Bank Climate Action Window.
  • Support planning, implementation, monitoring, and concise reporting of programme activities.
  • Contribute to quality assurance, operational improvements, and learning on non-revenue water and service delivery.
  • Strengthen coordination and dialogue between Ghana Water Limited, the Embassy of Denmark, and programme partners.

Required Qualifications

  • Degree in engineering, water resources management, environmental sciences, or a related field.
  • Around 3–7 years of relevant professional experience, ideally in urban water supply, utility operations, or water infrastructure programmes.
  • Hands-on experience with technical implementation, quality control, contractor or site supervision, or related operational support.
  • Strong analytical, communication, and reporting skills, and ability to work effectively in a multicultural, multi-stakeholder environment.
  • Fluency in written and spoken English.

Employment Conditions

  • You will be hired as “Technical adviser” on a fixed-term assignment of three years, linked to the project period and subject to annual performance reviews.
  • The position is based in Accra, Ghana, with regular travel to project locations.
  • Your terms of employment will be in accordance with DANIDA staff rules, including remuneration, pension contribution, health insurance, and housing support.

The recruitment process is conducted by NIRAS on behalf of the Ministry of Foreign Affairs of Denmark. NIRAS supports the process by facilitating the recruitment process overall, conducting personality assessments and screening interviews with shortlisted candidates, and participating in the final interview stage. Shortlisted candidates will be invited to submit a short Concept Paper outlining their understanding of the assignment and proposed approach to delivering the role. This will be followed by interviews. Representatives from Ghana Water Limited are expected to participate in the interview stage.
