Background

The Liberia Electricity Corporation (LEC) has secured financing from the World Bank under the Saint Paul 2 Hydropower Project. Part of the proceeds will be applied to consulting services for preparation of the Environmental and Social Impact Assessment (ESIA), Environmental and Social Management Plan (ESMP), and associated instruments for Phase 1 Early Construction Works.

The objective is to obtain EPA approval and World Bank “No Objection” to enable timely commencement of Phase 1 works. The scope is divided into two packages: (i) Resettlement aspects, and (ii) general ESIA/ESMP development.

Key tasks include:

  • Describe early construction works and alternatives considered.
  • Review baseline studies and conduct consultations, including measures for vulnerable groups.
  • Identify environmental and social risks and impacts (excluding resettlement).
  • Propose mitigation measures and prepare ESIA, ESMP, and contractor ESHS requirements in line with Liberia EPA and World Bank ESF standards.

The consultant will report to the RESPITE PIU E&S Early Works Deputy Manager, with deliverables submitted electronically to the PIU and copied to the E&S Deputy Manager, E &S Manager Project Director .

 The duration of the assignment is six months.

The Liberia Electricity Corporation (LEC) now invites eligible consulting firms (“Consultants”) to express their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

Core business and years in business: 

  1. The firm shall be registered/ incorporated as a consulting firm with core business in the field of the assignment.

Qualification and Experience of the Firm

  1. The firm selected to undertake this assignment must hold certification with Liberia EPA or be able to provide it timeously
  2. Must have successfully completed three ESIAs within the past five years
  3. One of the assignments must have been for a road upgrade/construction project in West Africa, of at least 20km in length), preferably hydropower related with at least one assignment associated with a World Bank funded project prepared in accordance with ESF requirements.
  4. A main consultant/ sub consultant arrangement or a joint venture between a local or regional firm and an international E&S consulting firm is encouraged for improved capacity to meet ESF requirements.
  5. In addition, for international consultants it is a requirement by the EPA to partner with a local EPA certified consultancy firm.

Technical and managerial capability of the firm:

  1. Proven project management structure with clear roles and reporting lines.
  2. Possession of adequate, qualified and experienced key personnel and logistic resources to carry out the assignment
  3. Ability to partner effectively with Liberia EPA‑certified local firms.
  4. Established quality assurance and compliance systems aligned with Liberia EPA and World Bank ESF requirements.
  5. Strong stakeholder engagement and grievance redress mechanisms.
  6. Capacity for baseline data collection, impact assessment, and secure database management.
  7. Demonstrated ability to deliver ESIA/ESMP assignments on time and within budget.

Note: Key Experts will not be evaluated at the shortlisting stage

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (Seventh Edition, September 2025), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract.

A consulting firm will be selected in accordance with the Consultant Qualifications-based Selection (CQS) method set out in the Procurement Regulations.
