Assignment Title: Prepare Project Proposal Submission to the Public Investment Appraisal Board (PIAB) for the Downtown Kingston and Port Royal Water Supply and Sewerage Upgrading Project

The Caribbean Community Climate Change Centre has received financing from the World Bank toward the cost of the Preparation Grant for the Caribbean Water Security and Sector Efficiency Multi-Phased Approach (MPA) Program and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include the contracting of an Individual Consultant for “Prepare Project Proposal Submission to the Public Investment Appraisal Board (PIAB) for the Downtown Kingston and Port Royal Water Supply and Sewerage Upgrading Project” for approximately two (2) months which is expected to start in May 2026.

The Terms of Reference (TOR) for the primary procurement stage for the assignment are attached to this request for expressions of interest.

The Caribbean Community Climate Change Centre now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The evaluation criteria are:

 QualificationsMaster of Science (MSc) in Civil Engineering, Construction Management, or equivalent field. [20 points].
   Relevant Professional ExperienceMinimum of 10 years of professional experience in planning, design, and implementation of water supply systems, wastewater collection and treatment systems, and urban stormwater management infrastructure. [35 points] Minimum of 8 years of experience in conducting feasibility studies, master planning, and technical assessments for water and sanitation infrastructure projects [30 points] Minimum of 5 years of work experience in the Caribbean region or similar developing country contexts, with demonstrated understanding of local institutional, regulatory, environmental, and socio-economic conditions. [15 points]

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: Consultants shall not be hired for any assignment that would be in conflict with their prior or current obligations to other clients, or that may place them in a position of being unable to carry out the assignment in the best interests of the Borrower. 

A Consultant will be selected in accordance with the Individual Consultant Selection (ICS) process described in the Procurement Regulations and to be specifically set out in the Request for Expressions of Interest.
