The WaSH and Shelter Supervisor is responsible for the daily technical implementation, supervision, monitoring and reporting of the field activities, and for ensuring proper coordination with contractor, consultant, municipalities, other authorities and related Action Against Hunger departments. The position requires extensive field work and movement between several worksites.

Objective 1: To ensure timely and quality implementation of WaSH and Shelter and CCCM activities (60%)

  • Follow up day to day WASH CCCM and Shelter works in collaboration with staff, consultant and/or contractor on daily basis to ensure the quality of intervention. 
  • Prepare weekly work plans according to the implementation plan.
  • Ensure the timely implementation of field works as per the predefined schedules.
  • Monitor the staff, contractors and/or consultants’ work including the work plans and quality of work if needed.
  • Support in ensuring the quality and quantity of material in the field according to agreed plans and BoQs.
  • Resolve the conflicts on the implementation sites.
  • Ensure safety procedures and rules are respected in the field by all workers.
  • Issue and sign the work completion certificates, delivery notes and other documents as per Action Against Hunger design.
  • Support in the handover of the WaSH infrastructure to local stakeholders (municipalities, communities, etc.).

Objective 2: Data Collection and Reporting (30%)

  • Prepare weekly reports on the progress of works for the assigned sites.
  • Inform and report the anomalies and the challenges carried out during the implementation phase of the program.
  • Report possible problems or conflict during the implementation of the activities.
  • Collect and record beneficiaries’ technical feedback and complaints at field level.
  • Oversee project and beneficiaries’ data collection and reporting.
  • Collect, organize, develop and archive all data, files, and documents.

Objective 3: To promote and support the implementation of WaSH and Shelter interventions in North, Beirut Mount Lebanon (10%)

  • Maintain good communication with local partner organizations and beneficiaries in the field.
  • Support in building relationships between Action Against Hunger, district authorities, municipalities, and communities, as well as close coordination with WaSH and Shelter team within ACF Lebanon.
  • Represent Action Against Hunger with different community stakeholders at field level.
  • Participate in WaSH and Shelter needs assessments.
  • Suggest new methods and approaches to improve the quality of water and sanitation and shekter activities in the field.
  • Support the identification, design and development of WaSH and Shelter project proposals including budgets.
  • Identify WaSH and shelter support needs of the Vulnerable Lebanese and refugee population and propose the possible intervention in line with Action Against Hunger country strategy.
  • Support and participate in the implementation of Action Against Hunger’s community engagement activities related to the WASH and Shelter projects.

Objective 4: Abide by and promote AAH security (cross-cutting)

  • Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
  • Communicate to the security managers of the working location any security related information or noncompliance with the security plan.

Objective 5: Support humanitarian activities of Action Against Hunger (cross-cutting)

  • Support the emergency interventions of the organization as per the employee’s abilities.
  • Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.

Objective 6: Gender & Safeguarding (cross-cutting)

  • Promote safe and equitable environments, through knowledge and application of the protocol against harassment and gender policy.
  • Knowledge and compliance with safeguarding policy.
Key activities in your role will include
  • Organization and planning to establish and develop the action plans needed to achieve the objectives in terms of WASH and Shelter activities, taking into consideration any constraints on time, methods, and availability of resources.
  • Engineering – strong educational background and professional experience to lead and monitor the daily activity implementation.
  • Working towards objectives to achieve results in accordance with Donors’ standards and Action Against Hunger strategy in the country.
  • Humanitarian knowledge is a relevant point for a better understanding of Action Against Hunger intervention and the importance of being accountable, targeting most vulnerable and other key aspects of humanitarian organizations.
Do you meet the profile required criteria?
  • Degree and/or Master’s in Civil Engineering, Mechanical Engineering, or Construction Management, with solid knowledge of water supply systems and WASH/Shelter infrastructure.
  • Skilled in designing, implementing, supervising, and monitoring construction, engineering, and infrastructure interventions, with hands-on use of AutoCAD, GIS, and strong Excel proficiency.
  • Excellent command of project cycle management, including needs assessment, activity identification, proposal and budget drafting, and high?quality reporting for managers and donors.
  • Significant experience collaborating with local partners, government entities, INGOs, UN agencies, consultants, and contractors, with good knowledge of humanitarian/INGO procedures and donor guidelines.
  • 2–3 years of practical experience implementing WASH and Shelter projects in humanitarian/development contexts; fluent in English and Arabic; based in Beirut with mobility across North, Akkar, Beirut, and Mount Lebanon.
