On 17th May 2021, the Republic of Uzbekistan and the International Development Association (IDA) signed a financing agreement for a total amount of USD 239,0 million, and a grant agreement with the State Secretariat for Economic Affairs of the Swiss Confederation (SECO) for USD 7,8 million to finance the “Water Services and Institutional Support” (WASIS) Project.

The consulting services (“the Services”) include Development Detailed Design, Project Appraisal Document (PAD) for the Priority Investment Program (PIP) with Cost Estimate and Financial Analysis and Updating or revising Project Feasibility Study.

Objective:

The objective of the assignment for the planned investment project is to analyze the most effective and most appropriate technical solutions to achieve the project objectives by:

  • provide the population of selected project areas of the Kashkadarya region with sustainable access to high-quality drinking water supply service,
  • reduction of non-revenue water (NRW) through the reconstruction of transmission main pipelines,
  • implementation of digital water supply management technologies (SCADA),
  • improvement of sanitary and epidemiological living conditions of the population,
  • increasing the energy efficiency of the water supply system.

The duration of this consulting assignment overall be 11 months and period of the contract 12-18 months. The consulting services are expected to start in July 2026.

The implementation progress above might change based on the actual conditions, and the actual input of time will be determined by the clients and WB based on the actual conditions of the Project. The contract may be extended upon justified demand, demonstration of satisfactory performance by the firm and interest between the parties, until the closing date of the Project.

The estimated level of effort for these Consulting Services is estimated to be in the range of USD 1.2 million.

Uzsuvtaminot JSC as the Implementing Agency now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Expression of interest should cover, but not limited to: corporate profile, years in business, experience relevant to the project activities, key staff resources, and core business.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. In case of a Joint Venture (JV), all members of the JV will be evaluated jointly for the purpose of short listing and shall be jointly and severally liable for the assignment and shall sign the contract in case of award is made to that JV group. Interested consultants should clearly indicate the structure of their “association” and the duties of the partners and sub consultants in their application. Unclear expression of interests in terms of “in association with” and/or “in affiliation with” and etc. may not be considered for short listing. Keeping one expression of interest per firm as principle, a consultant firm may decide whether it wishes to participate as a sub consultant or as an individual consultant or as a partner in a joint venture. Please note that a firm shall submit only one EOI in the same selection process either individually as a consultant or as a partner in a joint venture. No firm can be a sub consultant while submitting an EOI individually or as a partner of a joint venture in the same selection process. A firm, if acting in the capacity of sub consultant in any consultant or JV, may participate in more than one consultant, but only in the capacity of a sub consultant. The experience of sub-consultant will not be considered while short-listing.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.

Shortlisting Criteria:

The consultant must have the following demonstrated experience:

  • General Experience: Proven track record as a leading consulting firm in Water Supply and Sewerage projects financed by International Financial Institutions (IFIs) within the past ten (10) years;
  • Specific Experience: Successful implementation of at least one (1) consultancy assignments within the last seven (7) years, each with a contract value of no less than
    $0.9 million, focused on core areas of this TOR.
  • Regional Experience: Demonstrable experience of successfully completed assignments in comparable geographical and climatic conditions (preferably Central Asia or similar contexts) on water supply and sanitation projects over the past ten (10) years.

Submitted documentation should also demonstrate knowledge and experience with international and country-specific building codes and regulations and world bank procurement regulations.
