The Government of Albania has received from the International Bank for Reconstruction and Development (hereby referred to as World Bank) a loan in the amount of US$75 million to support the Ministry of Infrastructure and Energy (MoIE) to implement the National Water Supply and Sewerage Services Sector Strategy 2019–2030 (NSS) which aims improve sector performance and achieve national sector goals.  The loan proceeding will finance the Albania National Water Supply and Sanitation Sector Modernization Program which is structured in three results areas (RAs) which contribute to the NSS’s seven strategic objectives while focusing on (i) improved efficiency and quality of services (objective no. 3), (ii) improved financial sustainability and affordability (objective no. 4), and (iii) increased access to water supply (objective no. 2). The instrument will be Program for Results (PforR) which implies that the implementation of the Program will follow country implementation systems.

The objective of this assignment is to support Ministry of Infrastructure and Energy (MoIE) in performing  their key functions foreseen by law and in the National Strategy related to the overall monitoring of the proposed Program.

The Consultant will work in the PMU MOIE premises in Tirana on full time basis during the assignment time. The initial duration of the assignment is until the end of the program, with a probation period of 3 months, from contract signing and/or entry into force of the contract, if specified differently in the contract, with the option of renewal for the IPF implementation period, based on satisfactory performance.

The scope of services includes providing support to MoIE in the overall monitoring and implementation of the Program, including results verification, performance monitoring, and reporting in accordance with the relevant program documents and requirements of the World Bank. The services will also support monitoring sector reforms, the implementation of the National Strategy for Water Supply and Sanitation (2023–2030), and improvements to the legal, regulatory, and institutional framework of the WSS sector. In addition, the assignment will facilitate coordination with relevant government institutions and development partners, contribute to strengthening transparency and accountability mechanisms, and support reporting and information exchange related to program performance, fraud and corruption allegations, and other related matters. The scope may also include other related tasks as required to ensure effective implementation and oversight of the Program.

The Consultant should have:

  • University and master degree in Law / Finance/ Business / Economy / Engineering or any other related field; A Master’s degree in Public Administration or governance-related disciplines is considered an asset.
  • At least 7 years of general working experience including progressive responsibilities in public administration, institutional coordination, financial oversight, project implementation, and nonprofit management;
  • At least 3 years in senior managerial roles involving coordinating, project planning, budgeting, risk management, performance monitoring, and reporting multi-disciplinary and/or multicultural teams of senior professionals; ensuring cross-departmental collaboration. and organizing high-level official meetings and public events.
  • Ability to complete projects according to outlined scope, budget, and timeline and sound knowledge and experience of the program/project cycle and program/project management.
  • Demonstrated experience in developing project plans and timelines, managing budgets and resources, monitoring implementation, identifying and mitigating risks, preparing performance reports, ensuring administrative accuracy and transparency, and supporting decision-making at senior institutional level.
  • Experience in the WSS sector is an advantage.
  • Highly proficient in both spoken and written English.

Applicants that fulfil the qualification requirements will be further evaluated based on the below criteria:

1.         General Qualification – 30 points

2.         Adequacy for the assignment – 60 points

3.         Language – 10 points

The service will be selected under the provisions of the World Bank Procurement Regulations for Borrowers under Investment Project Financing” dated July 1, 2016, revised on November 2017, August 2018, November 2020, September 2023, February 2025 based on the method of Individual Consultants Selection (IC), an open competitive approach for a time‑based contractual arrangement.
