Job Description
Background
The focus of the CREWS Chad project is to develop the capacity of the National Meteorological and Hydrological Services and strengthen their cooperation with agriculture, food security, civil protection, humanitarian stakeholders and the media, to support warning systems. This is being achieved through developing capabilities in data management, observation networks, archiving and monitoring observation data, setting up forecasting tools, as well as strengthening the interface with users.
Early warning systems in Chad are getting support mostly from WB (CREWS, FSRP, PILIER), UNDP (PNA closed and EW4All), IFAD (PGRCA), WMO (CREWS, AFLC).
The CREWS Chad project has been extended until the end of December 2026 in order to complete certain activities in preparation for the implementation of the Green Climate Fund (GCF) project which will probably begin in Q3 2026.
Duties and Responsibilities
The consultant will provide an hydrological strategic plan for the water resources directorate (DRE), together with operational plan, observation master plan and training plan.
Required Skills and Experience
Education
Master degree in hydrology, or a field relevant to supporting national hydrological and early warning services
Experience
Experience with early warning and meteorological and hydrological services of Chad. Minimum 10 years of experience in supporting technical and institutional aspects of NMHSs capacity development and implementing projects.
Languages
Excellent knowledge of English and French (both oral and written). Knowledge of other official languages of WMO would be an advantage.

Level of pay band: D (620 – 750 USD per day)
