By joining the Division of Water Watershed Management Branch in the Nonpoint Source and Basin Team as an Environmental Scientist Advisor in Franklin County, you will have the opportunity to work alongside state, federal, and local partners to encourage voluntary abatement of nonpoint source pollution through the implementation of the Clean Water Act 319(h) Nonpoint Source Grant Program, education and outreach, and river basin coordination. The Nonpoint Source and Basin Team currently seeks one (1) Environmental Scientist Advisor to serve as a River Basin Coordinator.

Holders of the Environmental Scientist I Big Sandy River Basin Coordinator position will, under direct supervision of the Supervisor, complete tasks such as:

  • Maintain a river basin team consisting of governmental and non-governmental stakeholders engaged in watershed and water quality efforts
  • Provide technical expertise to businesses, state and federal agencies, local governments, and the general public in the interpretation and implementation of environmental policies and best practices pertaining to nonpoint source pollution.
  • Provide technical expertise and review to watershed groups, contractors, and other organizations in developing and implementing watershed plans to protect and restore Kentucky’s surface and groundwater.
  • Communicate principles of nonpoint source pollution control and 319(h) programmatic elements
  • Develop and provide water outreach and education to the public, including preparing and delivering presentations

Desired candidates possess the following requisite skills or experience applicable to the position:

  • Strong communication and organizational skills
  • Self-motivated with excellent time management skills
  • GIS skills and experience
  • Familiarity with the Clean Water Act, nonpoint source pollution, and/or other water topics
  • Comfortability public speaking

Travel may be required. Candidates should maintain a current driver’s license. Person should be comfortable communicating in person or by other means of technology and will spend majority of the time using a computer.

Minimum Requirements

EDUCATION:Graduate of a college or university with a bachelor’s degree in a natural, biological or physical science OR Graduate of a college or university with a bachelor’s degree including or supplemented by 20 semester hours in a natural, biological or physical science.
EXPERIENCE, TRAINING, OR SKILLS:Five years of experience in natural resources, environmental control, or a related area.
Substitute EDUCATION for EXPERIENCE:Graduate study in a natural, biological, or physical science will substitute for the required experience on a year-for-year basis.
Substitute EXPERIENCE for EDUCATION:Experience in natural resources, environmental control, engineering, or a related area will substitute for the required education on a year-for-year basis.

Working Conditions

Work is typically performed in an office setting. Incumbents in this class may perform work in the field with frequent travel on a statewide basis. An incumbent in the position may be subject to adverse weather conditions, exposure to snakes and insects, water-borne pathogens, broken glass, rusty metal in streams, and hazards common to operation of electro-fishing equipment, which requires the following of safety procedures.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
