RFP: Socio Economic Assessments on Priority E&S Aspects

Water and Power Development Authority (WAPDA) has received financing from the World Bank (Grant No. TF0C9206) toward the Building Environmental and Social (E&S) Capacity (BESC) in Hydropower Development in Pakistan and intends to apply part of the proceeds for consulting services.
 WAPDA invites eligible consulting firms, as defined in the World Bank Procurement Regulations for IPF Borrowers (Feb, 2025), to indicate their interest in providing services for “Socio Economic Assessments on Priority E&S Aspects”. Interested firms must be duly registered with SECP and PEC, possess a valid NTN with their name appearing on the ATL of FBR, and must not have been blacklisted by any government organization.
 The assignment involves conducting two targeted socio-economic assessments for selected hydropower projects, including survey design, field data collection, assessment of priority E&S risks (land acquisition, resettlement, labor management), institutional strengthening tools, on-the-job training (OJT), and submission of consolidated reports and datasets. The implementation period of this assignment will be 03 Months which is expected to commence in May, 2026.
 Interested firms shall provide information demonstrating relevant qualifications and experience. The Consultant will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) method set out in WB regulations mentioned above.

 Expressions of Interest must be delivered in writing (in person) or by courier / mail to the office of General Manager (HRM), WAPDA, 227-WAPDA House, Lahore on or before 24.03.2026 till 1100 hrs. EOls will be opened for evaluation on the same day at 1130 hrs.
