The salary range for this position is $7,652 to $8,978 per month (dependent upon experience).

Summary of Work

The individual in this position will be responsible for the administration and management of the Regulatory Division’s Water Management and Administration duties. 

Duties and Tasks

  • Provide direction and oversight to staff for the processing of drainage permit applications. 
  • Oversee a water resource engineer, a resource program specialist, and a technical specialist in the timely processing and workload development of permit applications, determinations, complaints, appeals, and technical assistance.
  • Oversee the administration of the Division’s data entry and database management responsibilities through managed staff, coordinating across all Division staff for consistent procedures and policies. 
  • Manage and track review timelines and support.
  • Testify and represent the Department in legal matters concerning the functions of the section. This individual will also represent the Department in providing testimony to the North Dakota legislature as directed. 
  • Review the work of staff for consistency and applicable methods of processing. 
  • Process emergency drain applications in abbreviated timeframes. 
  • Assist the public and local entities in understanding the drainage permitting process. 
  • Attend meetings with other Department staff to support and advise in the permitting process. 
  • Address appeals of regulatory decisions made by water resource districts. 
  • Direct staff responses to complaints from the public regarding the existence of unauthorized drainage projects, which may require field investigations, meeting with the parties involved, and consulting with other agencies. 
  • Review, advise, and implement code and policy improvements.
  • Represent the division director, in their absence, at applicable public meetings. 

Minimum Qualifications

  • Requires a bachelor’s degree in the field of Engineering or a field related to the requirements of the position. 
  • A minimum of 3 years of relevant administrative engineering or supervisory experience or comparable professional experience.
  • A minimum of 4 years of relevant experience in surface water hydrology and hydraulics or comparable professional experience.
  • Registered as a Professional Engineer (PE) in the State of North Dakota.
    • PE registration in another state with ability to register in North Dakota within three months will also be considered.
  • Demonstrated proficiency in Geographic Information Systems (GIS) applications and tools. 
  • Excellent oral, written, and interpersonal communication skills.
  • Strong database management and organizational skills. 
  • Attention to detail and willingness to work as part of a team.
  • Must be able and willing to travel as necessary.

Preferred Qualifications

  • A bachelor’s degree in civil or water resources engineering.
  • Certified Floodplain Manager (CFM).
  • Working knowledge of the National Flood Insurance Program (NFIP).
  • Two years of professional experience working in a regulatory capacity.
  • Proven ability to lead and manage teams.
  • Skilled in public speaking and delivering presentations.
  • Experience working with various levels of government.
