About the Climate Finance Capacity Support Programme

DT Global delivers the Capacity Support Programme for MFAt. The scope of this programme is quite broad as it aims to be responsive to the needs of Pacific Island countries. It includes providing personnel or training to assist with:

  • Delivering and reporting on the flexible finance provided by MFAT;
  • Developing/updating national climate change plans and reporting frameworks;
  • Developing an investment-ready pipeline of projects;
  • Delivering climate change priorities;
  • Improving climate finance reporting; and
  • Accessing a broader range of climate funding.

About the Role

The consultant/firm at the end of assignment will have:

  • Produced a well‑structured hydraulic model using best‑available data and targeted new
  • measurements.
  • Identified priority infrastructure and operational interventions.
  • Run three core scenarios and up to two optional ones.
  • Delivered short, practical training sessions and handover materials.
  • Outlined data improvements for a future Phase 2 upgrade.

The model will serve as a decision -support tool for:

  • Identifying and prioritising remedial and corrective actions
  • Supporting system planning and performance evaluation
  • Informing capital works and asset management
  • Evaluating future scenarios, including the effects of climate change, tourism – driven demand increases, population increase, additional water sources being added to the network, and operational cost reductions. 

About the Firm

Interested consulting firms are invited to submit a full proposal that includes the following components:

1.      Technical Proposal

  • A clear description of the proposed approach and methodology, demonstrating understanding of the assignment and its context.
  • A detailed work plan and timeline, aligned to the deliverables and mobilisation period.
  • A breakdown of the proposed team, detailing roles, relevant experience, and expected number of days for each team member.

2.      Financial Proposal

  • Daily rates for all personnel, consistent with the proposed team structure.
  • A milestone-based payment schedule, aligned to the deliverables outlined in the TOR.
  • Estimated travel costs, including the expected missions to Aitutaki and Rarotonga. 

3.      Organisational Qualifications

  • A brief profile of the consulting firm (or consortium), outlining relevant experience in hydraulic modelling, rural/island water systems, capacity building, and climate resilience.
  • Examples of similar assignments completed in comparable contexts.
  • Confirmation of the ability to provide all required software and licenses for the duration of the assignment.
