Objective and Purpose of the Assignment
Background
The Delhi Water Supply Improvement Project (DWSIP) supports the Government of National Capital Territory
of Delhi (GNCTD) and Delhi Jal Board (DJB) in improving water treatment, transmission, distribution, and
service delivery in the Wazirabad Water Treatment Plant command area. The project aims to achieve
continuous (24×7), safe, and equitable water supply for approximately 2.64 million residents, reduce non
revenue water, and strengthen the operational and institutional capacity of DJB. The project includes
major civil works, network rehabilitation, supervisory control and data acquisition (SCADA), district
metered areas (DMAs), customer service strengthening, and institutional development activities. ADB is
supporting the preparation and implementation of the project through a multidisciplinary team. To ensure
effective day to day coordination with DJB, line departments, consultants, and ADB, a dedicated Project
Coordinator is required.
Objective and Purpose of the Assignment
The objective of the assignment is to support ADB and DJB in coordinating all aspects of project
preparation and early implementation activities. The Project Coordinator will facilitate communication
between ADB, DJB, consultants, and other stakeholders; support due diligence work; follow up on agreed
actions; and ensure timely flow of information, documents, and decisions required for efficient project
processing and readiness.
Scope of Work
The Project Coordinator will work closely with ADB’s project team and DJB’s Project Management Unit
(PMU). The role requires regular interaction with technical departments of DJB, engineering consultants,
procurement and finance units, Delhi government departments, and other stakeholders. The consultant will
ensure smooth coordination, manage follow-up actions, track timelines, and support the preparation of
various project documents.
Detailed Tasks and/or Expected Output
The tasks include, but are not limited to, the following:
• Coordinate day to day activities between ADB, DJB, PMU, engineering consultants, and relevant
departments of GNCTD for all project preparation and readiness activities.
• Organize and document meetings, discussions, consultations, and site visits with DJB, consultants, and
government agencies, including preparation of agenda, minutes, follow up actions, and summary notes.
• Support ADB missions by preparing background materials, collating data and documents, and following up
on mission action points with the PMU and line departments.
• Track progress of DPR preparation, survey and investigation work, bid documents, engineering designs,
procurement plans, safeguards documents, financial management assessments, and institutional
strengthening activities.
• Liaise with safeguard specialists, procurement specialists, and technical experts to ensure timely
submission and consolidation of inputs required by ADB.
• Assist in coordination with external agencies including MoHUA, CPHEEO, Delhi government departments,
and other development partners, as relevant.
• Provide regular updates to ADB on key developments, risks, delays, and bottlenecks affecting project
readiness.
• Assist DJB and ADB in document management, knowledge sharing, maintenance of project files, and
preparation of summary briefs, presentations, and technical notes as required.
• Undertake any other tasks requested by ADB to support efficient project preparation and coordination.

Deliverables
The consultant will provide periodic coordination notes, meeting minutes, action tracking sheets, and
inputs for ADB mission documents. Additional reports may be requested by ADB as necessary to support
project readiness.
Minimum Qualification Requirements
The expert must have strong experience in project coordination, preferably in the water supply, urban
infrastructure, or public sector project environment. A minimum of a bachelor’s degree in engineering,
public administration, project management, or a related field is required. At least 7 years of relevant
experience in project coordination, stakeholder engagement, or program management is expected.
Experience working with government agencies, externally aided projects, or multilateral development
partners will be considered an advantage. Strong communication, writing, and organizational skills are
essential.
