POSITION SUMMARY:

The WASH Program Manager is responsible for the overall management, coordination, and supervision of WASH programming in Gaza, including emergency response, early recovery, and health facility–based interventions.

The role oversees technical implementation, staff management, budget oversight, procurement coordination, and quality assurance of water supply, sanitation, hygiene promotion, infection prevention and control (IPC), and medical waste management activities. The WASH Manager ensures timely delivery of activities, compliance with humanitarian standards and donor requirements, and effective coordination with internal departments and external stakeholders.

The position focuses on operational management, team supervision, performance monitoring, and accountability in a complex and high-risk operating environment while providing technical guidance for WASH interventions and ensuring integration of WASH activities with health, protection, and community-based programs. .

PRINCIPAL RESPONSIBILITIES:

Program Management & Operational Oversight

  • Manage the planning, implementation, and monitoring of all WASH activities across health facilities, shelters, and targeted communities including coordination with technical teams to ensure activities meet program objectives and public health priorities..
  • Develop detailed implementation workplans and ensure activities are delivered on schedule and within scope and in accordance with approved budgets and technical specifications..
  • Oversee design, rehabilitation, and construction of WASH infrastructure , including water systems, sanitation facilities, hygiene stations, and waste management systems.
  • Ensure adherence to Sphere WASH standards, WHO guidance, and donor requirements through regular monitoring, field visits, and technical reviews .
  • Identify implementation challenges and coordinate timely corrective actions.
  • Work closely with the MEAL team to ensure accurate collection, analysis, and use of WASH program data and indicators to support evidence-based decision making and adaptive program management.

Staff Supervision & Team Management

·         Directly supervise WASH Engineers, Officers, Hygiene Promotion staff, and field teams , ensuring clear roles, responsibilities, and effective coordination across WASH program activities.

·         Set clear performance objectives and conduct regular performance evaluations.

·         Manage workload distribution and ensure accountability across the WASH team supporting effective teamwork and timely delivery of program activities. .

·         Support recruitment, onboarding, and retention of qualified WASH staff in coordination with HR and program leadership..

·         Provide coaching and structured capacity-building to strengthen technical competencies technical and program management competencies within the WASH team..

Budget Management & Resource Allocation

·         Manage WASH project budgets, ensuring expenditures align with approved workplans and donor agreements.

·         Support budget forecasting and expenditure tracking in coordination with finance identifying risks of over- or under-spending and proposing corrective actions where necessary..

·         Review procurement plans and ensure timely acquisition of materials and supplies in coordination with logistics and supply chain teams.

·          Monitor cost efficiency and ensure optimal use of program resources while maintaining required technical and quality standards..

Technical Quality & Compliance

·         Oversee technical assessments, feasibility studies, and risk analyses for WASH interventions ensuring program design is informed by evidence and community needs..

·         Ensure quality control through regular field visits, technical reviews, and compliance checks to maintain adherence to humanitarian standards and technical specifications..

·         Supervise water quality monitoring and IPC compliance in health facilities to support safe healthcare environments. .

·         Ensure medical waste management systems meet national and international standards.

·         Ensure programming integrates gender, protection, safeguarding, and environmental sustainability considerations

·         • Ensure community participation and accountability mechanisms are integrated into WASH programming, incorporating feedback from affected populations to improve program quality and relevance.

Emergency Response & Preparedness

·         Lead emergency WASH response activities, including rapid assessments, needs analyses, and service scale-up.

·         Develop contingency plans and support preparedness for disease outbreaks public health emergencies or infrastructure disruptions.

·         Coordinate with security and field teams to ensure safe, conflict-sensitive implementation and context-appropriate implementation of emergency WASH activities..

Coordination & Representation

·         Represent the organization in WASH Cluster meetings and technical coordination forums.

·          Liaise with local authorities, , and partners on WASH-related approvals and compliance.

·         Coordinate internally with Health, Logistics, Protection, and Finance teams to ensure integrated and efficient program delivery.

Reporting & Documentation

·         Review and consolidate weekly and monthly technical reports to monitor program progress and performance.

·         Provide high-quality inputs for donor reports, proposals, and concept notes in coordination with program and grants teams..

·         Ensure accurate documentation of infrastructure works, site visits, progress, challenges, and lessons learned to support program learning and accountability..

Safety & Security Responsibilities

·         Ensure WASH program activities comply with organizational safety and security procedures.

·         Coordinate with security teams to assess risks and ensure safe program implementation.

·         Report security incidents affecting staff, infrastructure, or beneficiaries through established channels.

MINIMUM QUALIFICATIONS

·         A degree in Civil Engineering, Water & Sanitation Engineering, Public Health, or related field

·         Minimum of 5 years of relevant experience is required; 7 years are preferred.

  • Demonstrated experience managing WASH teams and overseeing infrastructure projects in humanitarian settings.

·         Strong knowledge of WASH in healthcare facilities, IPC, water quality monitoring, and medical waste management.

·         Experience managing budgets and coordinating procurement processes.

·         Strong organizational, leadership, and problem-solving skills.

·         Fluency in English and Arabic required.
