Objective and Purpose of the Assignment

The primary objective of this assignment is to support the Musi Riverfront Development Project (the project) in achieving its vision of transforming the Musi River into a clean, resilient, and inclusive urban river system. This initiative addresses decades of environmental degradation caused by rapid urbanization, untreated wastewater discharge, and encroachments, which have compromised water quality, increased flood risks, and diminished the river’s ecological and social value. The project aligns with the Government of Telangana’s flagship efforts to rejuvenate approximately 55 km of the river, with Zone 1 identified as the priority investment area for ADB funding. Key milestones include the development of integrated, multi-sectoral interventions in Zone 1, spanning around 20 km of river length. This includes river training and flood management measures, ecological restoration, wastewater management, improving access through roads and bridges, and the creation of accessible public spaces. The assignment focuses on wastewater management and ensuring its effective design, procurement planning, and risk assessment to facilitate the successful implementation of the component. ADB, in partnership with the State Government of Telangana, intends to engage an experienced Wastewater Specialist to provide Independent Technical Oversight and Strategic Advisory support for Aggregate Master Planning of the Musi Riverfront Development Project in Hyderabad, Telangana State, India. The Wastewater Specialist will support ADB in the preparation and processing of the proposed project, with focus on sewage interception and diversion (I&D) works as a priority measure to mitigate untreated sewage discharge into the river and enable appropriate treatment per norms and safe disposal. The specialist will provide technical advisory support to ADB and the Musi Riverfront Development Corporation Limited (MRDCL), including on coordination aspects with Hyderabad Metropolitan Water Supply and Sewerage Board (HMWSSB), to ensure that proposed I&D arrangements are technically sound, implementable, and aligned with existing and planned sewerage systems.

Scope of Work

The Wastewater Specialist would provide technical support to review the design on “Sewerage Trunk Mains and Intercepting Lines”, which forms a critical element of the Riverfront Development Infrastructure aimed at flood management, environmental protection, and long-term river health. The primary scope of the consultant is to review the design to intercept, convey, and manage wastewater generated within the project influence area in a safe and efficient manner, thereby preventing the discharge of untreated or partially treated sewage into the river system. This Wastewater Specialist is expected to support the design elements to improve river water quality, protect ecological functions, and ensure compliance with environmental standards while remaining resilient to flood events.

Detailed Tasks and/or Expected Output

The assignment entails providing independent technical advisory, strategic validation, and quality assurance support to ADB on the wastewater component of the project, while ensuring effective and smooth interface with other components. The scope of services includes, but is not limited to, the following: a. Technical Review of DPRs and Designs Review DPRs, feasibility studies, and engineering designs related to sewage interception and diversion works, including hydraulic adequacy, interception structures, diversion systems, and integration with downstream (existing and planned) sewerage and treatment facilities. b. Review of Bid Documents and Specifications Review draft bid documents, technical specifications, drawings, and bill of quantities for I&D components and provide technical inputs to enhance clarity, completeness, and constructability. c. Technical Support to Implementing Agencies Provide technical inputs to MRDCL and HMWSSB on planning, design, phasing, and implementation aspects of I&D systems, including compatibility with future underground sewerage expansion. d. Implementation Readiness and Risk Assessment Identify key technical risks, constraints, or design gaps affecting implementation and provide recommendations to improve technical robustness and operational sustainability. e. Support to ADB Project Processing Provide technical inputs to ADB on engineering feasibility, design soundness, and implementation considerations for I&D components during project preparation and loan processing. f. Climate Resilience Inputs (as required) Provide technical inputs, as required, to support climate resilience considerations, (including mitigation if relevant) related to wastewater interception and diversion, including system performance under variable and extreme rainfall conditions. g. Other Technical Inputs Provide other related technical advice as requested by the ADB team in support of project preparation.

Minimum Qualification Requirements

-Postgraduate degree in Civil or Environmental Engineering (or related field) -Minimum 15 years of experience in urban wastewater and sewerage infrastructure -Experience in sewage collection systems, pumping stations, and wastewater treatment -Experience in review or preparation of DPRs and bid documents for wastewater projects -Experience in externally funded projects preferred -Familiarity with climate-resilient wastewater infrastructure planning an advantage
