Assignment Title: Metering Replacement Program of the Barbados Water Authority (BWA)

The Caribbean Community Climate Change Centre has received financing from the World Bank toward the cost of the Preparation Grant for the Caribbean Water Security and Sector Efficiency Multi-Phased Approach (MPA) Program and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include supporting BWA in preparing a phased, technically sound, and financially viable Flow and Pressure Metering Plan, including a replacement approach, aligned with international best practices. The program should cover the assessment of current infrastructure, evaluation of appropriate technologies, definition of specifications, integration considerations, and preparation of procurement documents.  This consultancy is for approximately 16 weeks, which is expected to start in May 2026.

The Terms of Reference (TOR) for the primary procurement stage for the assignment are attached to this request for expressions of interest.

The Caribbean Community Climate Change Centre now invites eligible Consulting Firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Key Experts will not be evaluated at the shortlisting stage. The shortlisting criteria are:

Minimum 10 years of operational experience in water utility metering programs, including design, implementation, and performance optimization of metering systems for municipal water utilities 20
Minimum 7 years of experience with both traditional mechanical metering systems and smart/advanced metering infrastructure (AMI/AMR), including comparative technology assessments, pilot implementations, and full-scale deployments10
At least 3 years of experience working in Small Island Developing States, Caribbean countries, or similar water-scarce environments facing challenges such as high Non-Revenue Water (NRW), climate vulnerability, ageing infrastructure, and resource constraints10
2Staff Qualification and Experience30 pts
 Evidence that skilled experts with advanced degrees and expertise in the following fields are available: Engineering, Water and Sanitation, IT, Law, Procurement, Contracting and/or other relevant fields as per the ToR.  Provide general information on the number and qualification (brief background/bio) of key expert staff attached to the firm or available for assignment. Key Experts will not be evaluated at the shortlisting stage.30

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: Consultants shall not be hired for any assignment that would be in conflict with their prior or current obligations to other clients, or that may place them in a position of being unable to carry out the assignment in the best interests of the Borrower. 

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant Qualification Selection Method set out in the Procurement Regulations.

Expressions of Interest (EoI) must be uploaded as PDF Files to https://caribbeanclimate.bonfirehub.com/ by on or before 5:00 p.m. (GMT-6) Monday March 23, 2026.  EoIs received via email will not be accepted.

All suitably qualified Consulting Firms are invited to submit an EOI accompanied by the following application documents:

  1. Letter of Motivation outlining motivation and how their experience, skills, qualifications, and professional networks fit with the required job description.
  2. Qualification and experience of the Firm relevant to the assignment.
  3. Evidence that skilled experts with advanced degrees and expertise in the following field are available: Engineering, Water and Sanitation, IT, Law, Procurement, Contracting and/or other relevant fields as per the ToRProvide general information on the number and qualification (brief background/bio) of key expert staff attached to the firm or available for assignment. Key Experts will not be evaluated at the shortlisting stage.
  4. Statement that the consulting firm/team will be required to commence activities within one month of contract signature.
  5. Incorporation documents demonstrating the members of the Firm’s Board of Directors and the Firm’s Certificate of Registration. In the case of a JV, documents for both firms.
  6. Completed Anti Money Laundering Form
