Mission and objectives
UNICEF is the only organization mandated by the United Nations General Assembly to safeguard the rights of all children everywhere. That mandate is rooted in the 1989 Convention on the Rights of the Child (CRC), which sets out universal and indivisible rights. UNICEF has been working in Cambodia since 1952 to protect the rights of children UNICEF promotes the rights and well-being of every child in everything it does. Together with our partners, we work to translate this commitment into practical action, with a dedicated effort to reach the most vulnerable and excluded girls and boys in urban and rural poor areas of Cambodia. We focus on equity, so our achievements benefit all children.
Context
UNICEF Cambodia operates as part of the United Nations system, collaborating with the government, civil society, and development partners to uphold its mandate of promoting and protecting the rights of children and women. To fulfil its mandate, UNICEF has identified five key program areas for the country program 2024-2028 to be implemented and WASH (Water, Sanitation, and Hygiene) is one of the five. To support the implementation of WASH program, especially WASH in healthcare facilities, UNICEF Cambodia WASH program is seeking to onboard a National UN Volunteer – WASH Officer. This role will mainly involve working on the new initiative of establishment of simple, innovative and usable monitoring system for WASH in healthcare facilities and Infection Prevention and Control (IPC) for Department of Hospital Services (DHS), ministry of health. Therefore, there is required a person with strong knowledge, skills and experience on data management, database development, technology for development (T4D) and information technology (IT). Having knowledge and experiences on WASH are preferrable.
Task description
Under the direct supervision of the WASH Officer, the WASH Officer will undertake the following tasks: ▪ Technical and administrative support in the establishment of simple, innovative and usable monitoring system for WASH in healthcare facilities at Department of Hospital Services (DHS), including data collection form by Kobo toolbox and data analysis, data visualization and reporting by using Advanced Excel application. ▪ Technical and administrative support in the development of compendium/guidance note for Climate Resilient Healthcare Facilities in Cambodia. ▪ Technical and administrative support in the development and dissemination of the e-learning content for WASH FIT and the update of the e-learning content for IPC based on the updated 2024 IPC guideline, if required. ▪ Conduct filed monitoring for WASH in healthcare facilities and Baby WASH program implementation if required. ▪ Perform other tasks as required to facilitate the implementation of activities of WASH program.

Skills and experience
• Experience: At least 3 years of professional experiences in the field related to technology for development (T4D), database development and data management including data collection form development, data analysis, data visualization and reporting (especially having experiences on Advanced Excel applications). Having experiences and knowledge on WASH are preferable. • Interpersonal skills: Strong communication and coordination skills, with the ability to work collaboratively with diverse partners, including internal UNICEF teams and government stakeholders. • Language skills: Fluency in both written and spoken English is required.

Volunteerism is understood as a wide range of activities undertaken of free will, for the general public good, for which monetary reward is not the principal motivating factor.
Living conditions and remarks
This is a national UNV position, so the NUNV will stay in their own accommodation. The living condition in Phnom Penh is overall good, accessible to different amenities. Phnom Penh is overall safe with precaution during late night.
