Assignment Title: Master Plan for Tertiary Networks in Amman, Madaba and Zarqa

The Ministry of Water and Irrigation has received financing from the International Bank for Reconstruction and Development (World Bank), the Agence Française de Développement (AFD) and Global Concessional Financing Facility (GCFF) in the amount of US$300,000,000 to be managed by the World Bank, toward the cost of the Jordan Water Sector Efficiency Project, and it intends to apply part of the proceeds to payments for consulting services to be procured under this project.

The consulting services (“the Services”) is to provide professional technical services to support activities that will pave the way for the Ministry of Water and Irrigation (MWI) to effectively plan and manage water networks, as public resources, and enable provision of better-quality services alongside them, including better management and maintenance of water network. The aim of the assignment is to develop a comprehensive Water Master Plan and a Hydraulic Model for the tertiary distribution networks in three governorates: Amman, Zarqa, and Madaba. This plan will support strategic planning, system optimization, and the sustainable operation of the water distribution network. The work will build on the existing Middle Governorates Water Master Plan for transmission, primary, and secondary networks, using the established hydraulic model and planning assumptions as key inputs and the foundation for this assignment. The Middle Governorates Water Master Plan has a planning horizon extending to 2050, which shall constitute the governing design horizon for this assignment.

The results will support the National Water Master Plan 2023-2040 by providing the detailed information necessary to identify and prioritize future investments in the tertiary distribution networks. National strategies and targets, including the National NRW Strategy for Jordan’s Water Sector (2022–2040), shall be applied as guiding frameworks, while demand projections, hydraulic modeling assumptions, and investment planning shall be consistently extended beyond 2040 in alignment with the 2050 planning horizon of the Middle Governorates Water Master Plan.

The master plan shall study and evaluate the existing systems in the Amman, Zarqa, and Madaba and identify needed improvements. The master plan is intended to assist the Jordan Water Company – Miyahuna and WAJ with decisions on capital investment priorities and to develop operationally practical plan that eliminates the redundant pipes (to the extent possible) and establish Standard Operation Procedures for operation and maintenance, also to ensure the ability of tertiary network to handle future quantities increase resulting from the National Conveyor Project, and transition from intermittent supply to continuous supply, and to ensure integration with the Smart Platform, taking into consideration expected population growth, demand trends, expected water loss reductions as per National NRW Strategy for Jordan’s Water Sector (2022-2040).

The consultant shall build upon and complement the Middle Governorates Water Master Plan, in order to prepare a prioritized investment plan and operational tertiary network to accommodate future demand and population projection.

This assignment consists of the following four tasks:

  • Task 1: Data Collection and Verification
  • Task 2: Review, Integration, and Tertiary Network Development
  • Task 3: Master Plan Documentation
  • Task 4: Capital Investment Planning and Prioritization

This assignment shall cover the following needs, and taken into consideration during the preparation of the 4 tasks listed above:

  • Network optimization and elimination of redundant networks.
  • Preparation of the tertiary network to accommodate future additional resources, and transition from intermittent to continuous supply.
  • Preparation of Standard Operations Procedures.
  • Integration with the Smart Platform.

The outputs are intended for strategic planning and investment decisions, including hydraulic sizing of tertiary pipelines and preparation of a planning-level capital investment plan. The deliverables are not intended for detailed design or operational control purposes.

The Jordan Water Company- Miyahuna now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Consultant Brochures may also be included in the EOI. The shortlisting criteria are:

  • Similar assignments, (in similar physical environment as in Jordan is preferred)
  • Relevance of the firm’s core business and general experience
  • Years of experience in similar business.
  • Availability of appropriate skills among consultant’s technical staff. (Submission of the long list of relevant technical staff and their expertise has added value).

It is preferable to limit the EoI to a maximum of 50 pages.

Please note that at this shortlisting stage: Technical and financial proposals are not requested. Key Experts, if proposed for the assignment, will not be evaluated. Request for clarifications on the EOI shall not be replied to.

The shortlist will contain 5 to 8 firms.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

The Applicant’s attention is drawn to the following:

  1. Interested National consulting engineering firms that wish to apply, singularly, as part of Joint Venture, or as Sub-Consultant, in addition to requirements as defined in this request for Expression of Interest, should be classified as First Grade (1) in the field of Water and Waste Water as per the Government Tender Directorate (GTD) classification system

Shortlisted Consultants will be invited to submit their proposals, upon which a Consultant will be selected in accordance with the (QCBS) described in the “World Bank Procurement Regulations for IPF Borrowers”, dated November 2020″ and to be specifically set out in the Request for Proposals.
