POSITION SUMMARY: Under the general direction of the Water Quality & Remediation Division Head, plans, develops, and administers multi-media environmental programs for the Southern Ute Indian Tribe with focus on Clean Water Act (CWA) Water Quality §106 and §319 Programs and Animas River Program.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

1. Ensures that Clean Water Act Water Quality plans and projects are achieved in a manner consistent with the goals and objectives of the Environmental Programs Department and the Southern Ute Tribe, and in accordance with applicable federal regulations and guidelines.

2. Prepares or directs the preparation of all reports and documentation required by the Tribe and/or EPA demonstrating work plan and grant requirements are being met to include, at a minimum, work plan development, progress reports, budgets, and grant applications.

  • Provides the overall direction, oversight and administration of water quality program activities including, but not limited to, surface water quality monitoring, non-point source water pollution prevention projects, stream restoration projects, and activities related to the Animas River Program.
  • Prepares or directs the preparation of all documents as required by the Tribe and EPA for the water quality program including, but not limited to, grant applications and budgets; maintenance of water quality data reporting databases, stakeholder engagement, contractor management and adherence to associated regulatory controls, assist EPA and U.S. Army Corps of Engineers with §402 Non-Point Discharge Elimination Systems and §404 Permit reviews Water Quality Standards implementation, triennial review, and enforcement; and §401 water quality certifications.
  • Provides the overall direction, oversight, and administration of the Tribe’s Clean Water Act water quality programs including, but not limited to, water quality monitoring and assessments, identification and prioritization of potential restoration projects, management of projects and contracts.

6. As necessary, assist the Water Quality & Remediation Division Head in ensuring Brownfields and GAP plans and projects are achieved in a manner consistent with the goals and objectives of the Environmental Programs Department and the Southern Ute Tribe, and in accordance with applicable federal regulations and guidelines.

  • Researches or directs the research of new and emerging environmental programs, informing other EPD programs of the programmatic opportunities. Prepares or directs the preparation of all documents as required by the Tribe and EPA for the water quality programs including, but not limited to, grant applications, work plans, and budgets, and adherence to associated regulatory controls.

8. Supervisory responsibilities include the administrative and technical oversight of the Water Quality staff. Responsible for the day-to-day personnel management duties to include hiring, orientation, training, scheduling, performance evaluations, disciplinary actions, and terminations.

9. Coordinates with individuals and organizations, including tribal entities, Tribal Council, and state and federal agencies to protect and further the Tribe’s interests as they relate to water quality programs.

10. Responsible for staying informed of on-going and proposed water quality projects and issues, requiring a command of complex technical and legal issues and the ability to understand and apply tribal law, federal and state regulations, and confer with legal counsel.

11. Provides immediate communication, administrative, and technical support to the Water Quality & Remediation Division Head. Responsible for keeping the Water Quality & Remediation Division Head informed of all activities and issues with the Water Quality Programs.

12. Provides consultation and participation on tribal, federal, state, and local committees and boards as directed by the Water Quality & Remediation Division Head.

13. Develops and fosters professional relationships with local stakeholders to advance tribal interests and initiatives.

14. Participates in and facilitates staff meetings and trainings when required or requested.

15. Serves as management leadership in a positive, supportive, and team-oriented environment.

16. Performs other jobs related duties as assigned.

QUALIFICATIONS:

Must have a BA/BS in a Science, Technology, Engineering, Mathematics (STEM) or Environmental Sciences field and 5 years of applied experience in water quality sampling, assessments, research, permitting, stream restoration or other water quality related field.

Must have 2 years of experience with environmental project staff supervision and scheduling.

Must have knowledge of Tribal, Federal, and State environmental laws, particularly Federal Clean Water Act regulations and grant programs, including implementation of water quality standards and Clean Water Act sections 106, 303, 319, and 401.

Must have computer experience in software programs including Microsoft Word and Excel.

Must have experience with education and outreach activities to various age and knowledge groups.

Must have valid Driver’s License for state of residence and be insurable under the Tribal Vehicle Insurance Policy.

Must pass a thorough background check including, Criminal History and pre-employment drug test.

PREFERRED QUALIFICATIONS:

Five (5) years of experience in a water or water quality related field, with program, grant, project, and staff management responsibilities.

Working knowledge and experience with Tribal Water Quality Standards and Colorado Water Quality Control Commission Regulations.

Experience implementing 401 water quality certification review procedures.

Experience in Geographical Information Systems, to include ESRI products and Global Positioning Systems.

Experience using Ambient Water Quality Monitoring System (AWQMS) and Water Quality Exchange (WQX) databases.

Pay: $105,983.00 per year
