The Policy and Government Relations Manager plans, implements and coordinates programs at the national, sub-national or departmental level to affect public and/or corporate policy to further the Conservancy’s mission. Duties include daily contact with local, sub-national country, multilateral/agencies officials, and/or corporate representatives on matters pertaining to administrative, legislative, and/or corporate actions or internationally negotiated agreements. They build and facilitate internal networks, coordinate meetings, agendas, and presentations. They influence the outcome of policy and/or corporate initiatives at the international, national, sub-national, and local levels. They develop strategic partnerships with relevant agencies, conservation organizations, and industry to advance the organization’s conservation agenda.

RESPONSIBILITIES & SCOPE:

  • Engages consistently with local, sub‑national, national institutions and multilateral partners on legislation, policy reforms, and Mongolia’s international environmental obligations.
  • Develops strategic partnerships with government agencies, parliamentary committees, civil society, academia, and private sector actors to advance conservation policy priorities.
  • Provides policy analysis and guidance to ensure program alignment with national frameworks such as NBSAP, NDC, Vision 2050, and environmental laws.
  • Ensures compliance with Mongolian laws and regulations related to lobbying, government cooperation, transparency, and stakeholders’ engagements as well as program compliance with internal policies and external requirements.
  • Leads and coordinates assigned policies or projects, guiding cross-functional teams and ensuring timely achievement of deliverables.
  • Represents the organization in consultations, working groups, and policy dialogues, providing expert input into draft legislation and policy processes.
  • Leads public fundraising activities to increase the level of financial support for TNC projects and priorities including working alongside conservation staff to prepare concept notes and grant proposals.
  • Ensures adherence to internal organizational policies, including risk management and reporting requirements for policy engagement activities.
  • Manages and contributes to budgeting for policy and government relations activities, including planning, tracking expenditures, and contracting consultants or service providers.
  • Prepares and oversees the preparation and quality assurance of policy briefs, legislative analyses, position papers, and submissions to government or multilateral bodies.
  • Support the implementation of TNC’s Global Policy Strategy by aligning national policy engagement with the organization’s priority policy wins and contributing to coordinated advocacy efforts across regions.
  • Ensure TNC’s global policy priorities—such as nature‑positive systems, climate resilience, and protected area governance—into actionable policy initiatives within Mongolia’s legislative and government relations landscape.
  • Monitor relevant policy developments and coordinate with regional policy teams to help strengthen the conditions for durable conservation impact, while ensuring TNC’s efforts remain supportive of Mongolia’s policy direction.
  • Supports the government and other partners in implementing the goals of international conventions, such as the UNCCD COP, by providing policy analysis, coordination, and technical input as needed.
  • May need to gain cooperation from individuals or groups, inside and outside the Conservancy, over whom there is no direct authority to accomplish program goals.
  • May supervise administrative staff and/or volunteers, interns, or temporary staff.
  • Financial responsibility may include working within/managing a budget to complete projects, negotiating and contracting with vendors, assisting with budget development, and meeting fundraising targets.

What You’ll Bring:

  • Bachelor’s degree in public policy, environmental management, political science, law, or a related field, and at least 4 years of related experience in policy, government relations, or program management (or equivalent combination of education and experience).
  • Demonstrated experience with government officials, legislative bodies, or senior leadership, including presenting policy positions, briefing decision-makers, and participating in formal consultations.
  • Proven experience working with government agencies,  NGOs, corporate or partners, or multilateral institutions on policy development, program implementation, and stakeholder engagement. 
  • Experience in designing, implementing and directing multiple complex projects and ensuring program accountability.
  • Strong communication skills, including preparing and presenting high-quality written materials (policy briefs, proposal, and reports) and delivering clear and compelling presentations to diverse audiences.
  • Supervisory or team-coordination experience, including overseeing staff, consultants, or project teams.
  • Fluency in English and Mongolian language.  

Desired Qualifications:

  • Multi-lingual skills and multi-cultural experience appreciated.
  • Master’s degree appreciated.
  • Supervisory experience, including ability to set objectives and manage performance.
  • Familiarity with social, economic and political conditions and issues in the country (national and/or sub-national) and/or region.
  • Experience coordinating projects in a decentralized organization, working across teams, operating units and functions to achieve optimal results. 
  • Outstanding written and oral communication, negotiating and organizational skills.
