The Government of Kiribati (GOK) has received financing from the World Bank towards the cost of the South Tarawa Sanitation Project (STSP) – P176108 and intends to apply part of the proceeds for consulting services.
On behalf of the STSP, KFSU now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services of the Senior Policy Development Consultant for the Kiribati Integrated Water and Sanitation Policy.
The duration of the assignment is 9 months under a Lump Sum Contract with payments against deliverables. The Consultant will commence as soon as possible and will work on a hybrid basis (remote and in-person in Betio, Kiribati).
QUALIFICATIONS
a) Professional Experience
- Policy & Strategy: Proven experience in formulating national policies, strategies, action plans, and development planning.
- Sector Expertise: Strong background in the water and sanitation sector.
- Stakeholder Engagement: Demonstrated experience in facilitating engagement with water and sanitation sector stakeholders and development partners will be considered a significant advantage.
b) Academic Background
- Education: A minimum of a Postgraduate Degree (Master’s or equivalent) in Civil, Water Resource, Environmental, Public Health, or Sanitary Engineering, legal or public policy/governance or relevant areas.
- Local Context: Knowledge of the country’s geographic, socio-economic, and political landscape is desirable.
c) Technical Expertise
- Experience: Minimum of 15 years of professional experience in water and sanitation systems, including at least 3 years of minimum experience working in Pacific Small Island Countries.
- Technical Knowledge: Comprehensive understanding of Integrated Water Resources Management (IWRM), water supply and sanitation technologies, environmental issues, and related sectoral challenges.
- Strategic Background: Proven track record in the formulation of projects, programs, policies, and technical guidelines.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services by submitting a Cover Letter or Expression of Interest (EOI), curriculum vitae with description of experience in similar assignments, similar conditions, etc. and with supporting documents. The deadline for submission of EOIs is 16 March 2026 Tarawa time.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Sixth Edition February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
