Proof of professional experience is defined as follows:

A. If work has been provided to public services, Public Law Legal Entities (NPDD), first- or second-degree Local Government Authorities (OTA), Private Law Legal Entities of the public sector under paragraph 1 of Article 14 of Law 2190/1994, as in force, or to entities under paragraph 3 of Article 1 of Law 2527/1997, a certificate from the respective employer or copies of the relevant contracts signed with the employer are required. In all cases, the type and subject of the work provided and the duration of the service performed must clearly result and be certified.

B. If work has been provided in the private sector, a certificate from the relevant social security institution indicating the duration of insurance is required, along with a certificate from the private employer (details of the employer, whether a natural person or the company name if a legal entity), clearly stating the type of work provided and the duration of employment, or copies of the relevant signed contracts. In all cases, the type and subject of the work provided and the duration of the service performed must clearly result and be certified.

It is noted that computer skills must be proven as defined by ASEP (Article 9 of Presidential Decree 85/2022 (Government Gazette A’ 232), as in force).

Foreign language proficiency must be proven in accordance with the provisions of Article 10 of Presidential Decree 85/2022. Specifically, with regard to language certificates, photocopies of the originals must be submitted, accompanied by photocopies of their official translation into Greek, except for certificates in English, French, German, Italian and Spanish, which—provided they meet the requirements of Article 10 of Presidential Decree 85/2022—are accepted without requiring translation.

Foreign titles, certificates and attestations must be officially translated into Greek by a competent authority of the Ministry of Foreign Affairs, or by the Embassy or Consulate of the foreign country in Greece, or by a lawyer. They are accepted as clear photocopies of copies of documents issued by foreign authorities and certified by a lawyer, as well as clear photocopies of copies of private foreign documents certified by a lawyer.

However, following the new “Code of Lawyers” (Article 36, Law 4194/2013 / Government Gazette 208/27.9.2013/A’), translations of foreign-language documents carried out by a lawyer after 27.9.2013 are accepted provided that the lawyer certifies that he/she has sufficient knowledge of the language from and into which the translation was made, in accordance with Article 36 of Law 4194/2013.

It is emphasized that the assignment of a project to employees of the Public Sector is subject to the prohibitions/restrictions imposed by national legislation, the regulatory framework governing the management of the project, and the Funding Guide of the Special Account for Research Funds (ELKE) of the University of West Attica (UNIWA).

The right to submit a proposal is granted to all natural persons who meet the above qualifications.

Submission of the proposal/application implies consent to the use of the applicants’ personal data for evaluation purposes, as well as their legally required use for transparency reasons in the publication of the relevant decisions in accordance with the applicable provisions, in the DIAVGEIA system.

Selection process

The submitted proposals are evaluated and the one selected is the proposal that is submitted on time, is admissible, and fully meets— in the best possible manner— the substantive terms (eligibility conditions and all required qualifications) of this Call.

Any proposal that does not cumulatively meet the submission requirements and all required qualifications of this Call is not scored and is automatically rejected.

Replacement of a proposal, correction, or submission of any missing supporting documents is permitted only until the expiration of the submission deadline.

It is noted that the procedure for this call for proposals for the conclusion of a contract is not competitive in nature, and any selection of a contracting party constitutes acceptance of a proposal and not a “recruitment.”

The call process will be completed with the drafting of a ranking table (a ranking table is not required if only one proposal has been submitted or if only one proposal has been scored).

Interested parties are required to demonstrate reasonable diligence by monitoring (using the Call’s protocol number), through the electronic posting route of this Call, whether the evaluation results (decision of the Research Committee) have been published both in the DIAVGEIA system and on the website of the Research Committee (http://elke.uniwa.gr/).

In the event of a tie between candidates, a public drawing of lots will be conducted prior to the preparation of the final ranking tables.

The Evaluation Committee scores the proposals based on the candidates’ qualifications and criteria as listed above per position, on the basis of the supporting documents submitted, and prepares the relevant evaluation report including the ranking table per position according to the above qualifications/criteria.

Candidates who do not meet one or more of the required qualifications are rejected by the Evaluation Committee.

It is emphasized that, during the evaluation process, rules promoting gender equality in the labor market will be observed.

The Special Account for Research Funds (ELKE) may terminate the present contract exclusively for serious cause, either unilaterally or following a documented request by the Scientific Officer, after a relevant decision by the competent body of ELKE.

In the event of improper or negligent performance of the contractual duties by the contracting party, prior to termination a reasonable period must be granted (in the most appropriate manner) by the Scientific Officer to the contracting party in order to comply.

Unilateral termination of the contract shall be effected by notification of the above decision to the beneficiary and by its publication in the DIAVGEIA system.

Any termination (unilateral rescission) or mutual termination of this contract may take place while the contract remains in force.

Additional comments

A candidate who wishes to submit an objection regarding the evaluation results retains the right to lodge an objection within five (5) calendar days following the announcement of the results on “DIAVGEIA” and on the website of the Research Committee (http://elke.uniwa.gr/).

The objection may be submitted either by email to: elke@uniwa.gr, or by sending or submitting a registered letter to the above address.

The objection is addressed to the Objections Committee of the Special Account for Research Funds (ELKE) of the University of West Attica. Objections submitted after the expiry of the above deadline shall be considered late and shall not be examined.

Candidates have the right of access to their own documents as well as to those of their co-candidates. This right is exercised in favor of the applicant under the condition that the provisions set out in document no. Γ/ΕΞ/4163-1/06.07.2012 of the Hellenic Data Protection Authority are observed, namely where the applicant has a legitimate interest in defending his/her rights before the competent courts.

The ELKE of the University of West Attica assumes no obligation to conclude a contract, as the conclusion or non-conclusion of contracts, as well as their number, lies entirely within its full discretion, excluding any claim or expectation on the part of the interested parties.

This Call for Expression of Interest, as well as the provisional and final ranking tables, are published in the DIAVGEIA system and on the website of the Research Committee (http://elke.uniwa.gr/).
