RECRUITMENT OF INDIVIDUAL SOCIAL EXPERT TO SERVE AS A MEMBER OF THE HYDRO-POWER PANEL OF EXPERTS (HPPOE) FOR THE SPIN PROJECT

The Federal Government of Nigeria has received financing from the World Bank to implement the Sustainable Power and Irrigation for Nigeria (SPIN) Project through the Federal Ministry of Power and the Federal Ministry of Water Resources and Sanitation, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include Recruitment of Individual Social Expert to serve as one of six Hydro-Power Panel of Experts (HPPOE) for the preparation of Nigeria Hydropower Development Master Plan (HMP) along with a Strategic Environmental and Social Assessment (SESA). The Hydro-Power Panel of Experts (HPPOE) will act as an independent technical advisory body to the Federal Project management Unit (FPMU), reviewing hydropower infrastructure designs for compliance with international and World Bank standards. The panel will be chaired by the Hydropower Specialist, who will lead and coordinate its activities. The assignment is time-based, with a two-year duration.

The Federal Ministry of Water Resources and Sanitation, represented by the FPMU of the SPIN Project, now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide their Curriculum Vitae (CV) demonstrating that they have the required qualifications and relevant experience to perform the Services. The selected consultant may be required to provide additional documents to support his/her qualification and experience. The Social Expert shall have a minimum of a Master’s Degree in the Social Sciences, including Rural development Science (Rural Engineering) or equivalent qualifications, good knowledge of sociology, gender equity, socio-economics and planning and experience in conducting sociologic and/or anthropologic studies with at least 20 years of experience. Demonstrated experience with issues relating to resettled populations in rural areas within the scope of development of large infrastructure projects like dams, reservoirs, irrigation command areas and High Voltage (HV) lines routes. Experience elaborating and leading Resettlement Plans for projects involving the development of watersheds of at least 1000 ha and/or the construction of hydroelectric dams and associated transmission lines of which two in Africa, considered an asset.
Demonstrated experience with applying the social standards of the World Bank’s ESF, and/or other IFI E&S standards, and good international industry practice, and World Bank Group General Environmental, Health, and Safety Guidelines (EHSG) to major hydropower infrastructure projects. At least one assignment as a POE member on large-scale infrastructure projects including dams and hydropower. Good report writing skills and oral presentation skills. Demonstrated experience in communications, social development or related field with extensive experience in stakeholder consultation
A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.15, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September. 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
