Objective and Purpose of the Assignment
The objective of this assignment is to support the PMU of MPWT in carrying out the environmental
safeguard activities in accordance with the approved safeguard frameworks and in compliance with the ADB’
s and national safeguard policies. A national Environmental Safeguard Specialist will be recruited to
deliver the tasks specified in Section D.
Scope of Work
The Specialist will be initially engaged for 36 months across Tranche 1 and will be based at the PMU
office of MPWT. The extension of the Specialist’s contract shall be subject to satisfactory performance
and mutual agreement by both parties. The Specialist will work in close coordination with the Program
Design and Implementation Assistance Consultant (PDIAC) team and liaise with relevant departments within
MPWT. The Specialist will report directly to the Program Director and Program Manager of the PMU.
Detailed Tasks and/or Expected Output
- The Specialist will work closely with the Environmental Safeguard Focal Point of the IA and will
carry out the following tasks (but not limited to):
(i) Provide technical assistance to help ensuring that the implementation of the LRWSCIP, Output 2 is in
compliance with the relevant ADB environmental safeguard requirements as well as with applicable
environmental, and health and safety related laws, regulations and standards of the Kingdom of Cambodia.
(ii) Provide technical assistance on environmental, and health and safety matters associated with the
implementation of the LRWSCIP, Output 2.
(iii) Coordinate with the relevant appointed ADB officers to support timely delivery to ADB of
environmental safeguard documents and information related to the environmental, and health and safety
performance of the subprojects under Output 2.
(iv) Carry out technical reviews of environmental safeguard documents (including but not limited to
Initial Environmental Examinations, Environmental Management Plans, Environmental Due Diligence Reports,
Environmental Codes of Conduct, Semi-annual Environmental Monitoring Reports) prepared by the PDIAC and
recommend improvements to ensure that the documents are satisfactory before final review by the IA/EA
and endorsement for submission to ADB.
(v) Screen all subprojects under Output 2 of the LRWSCIP and identify permits, licenses or certificates
related to environmental and health and safety matters as may be required under the laws and regulations
of the Kingdom of Cambodia.
(vi) For components under Output 2 that are required to undergo environmental impact assessment under
the Code on Environment and Natural Resources of June 2023, in close collaboration with the
Environmental Safeguard Focal Point, develop terms of references for consulting services on conducting
the legally required environmental impact assessments.
(vii) Carry out technical reviews of domestic environmental impact assessment reports and recommend
improvements to ensure satisfactory documents before submission to the Ministry of Environment for their
review and approval.
(viii) Liaise with the PDIAC to support timely delivery of environmental safeguard documents.
(ix) Liaise with the PDIAC to keep track on and follow up on implementation of any corrective action
plans and time-bound action plans.
(x) In coordination with the PDIAC, participate in onsite environment, and health and safety inspections
of the construction or operation of the subprojects and assist the Environmental Safeguard Focal Point
assessing the environmental, health and safety performance and compliance of the subprojects.
(xi) Participate in ADB missions as may be requested by the IA.
(xii) Assist the IA with any other environment, health and safety matter related to the implementation
of the LRWSCIP, Output 2 as may be requested by the IA.
Minimum Qualification Requirements
The Environmental Safeguard Specialist should hold a bachelor’s degree in environmental science,
environmental engineering, or a related field. The candidate must have at least 10 years of practical
experience in environmental management, including experience in providing technical assistance on
environmental aspects for infrastructure or similar projects, and conducting environmental and
occupational health and safety inspections during construction. Familiarity with the application of the
ADB Safeguard Policy Statement (2009) is essential. Proficiency in English (speaking, reading, and
writing) and in MS Office applications is required.
