Objective and Purpose of the Assignment

The objective of this consultancy is to deliver high-quality engineering support to the PMU of MPWT to
facilitate the effective, timely, and successful implementation of project activities. A national
Technical Specialist will be recruited to deliver the tasks specified in Section D. The Specialist will
coordinate closely with all the program consultants to ensure the deliverables of all consultants are
efficiently achieved.

Scope of Work

The Specialist will be initially engaged for 36 months across Tranche 1 and will be based at the PMU
office of MPWT. The extension of the Specialist’s contract shall be subject to satisfactory performance
and mutual agreement by both parties. The Specialist will work in close coordination with the Program
Design and Implementation Assistance Consultant (PDIAC) team and liaise with relevant departments within
MPWT. The Specialist will report directly to the Program Director and Program Manager of the PMU.

Detailed Tasks and/or Expected Output

The National Technical Specialist will work closely with MPWT project staff and other consultants to
provide technical and engineering advice, support contract management, and ensure effective coordination
across project activities. The consultant will support the implementation of project components, with a
focus on wastewater, stormwater, flood protection, and solid waste management. The position is critical
to ensuring the timely delivery of quality technical outputs and compliance with applicable engineering
standards.

  1. The Specialist will carry out to the following tasks (but not limited to)::\

Technical and Engineering Support

  1. Provide technical advice to the program team on the review of detailed designs and cost estimates for
    all bidding packages, ensuring technical soundness, consistency with design standards, and cost-
    effectiveness.
    (i) Support the preparation and review of terms of reference (TORs) and requests for proposals (RFPs)
    for the recruitment of consulting services and civil works contractors.
    (ii) Participate in the evaluation of technical proposals submitted by consulting firms and contractors,
    ensuring compliance with technical and contractual requirements.
    (iii) Provide input into the preparation and review of bidding documents and bid evaluation reports for
    civil works and technical equipment.
    (iv) Monitor quality assurance and quality control procedures to ensure that civil works conform to
    design specifications, contract conditions, and international best practices.
    (v) Review and provide technical comments on reports submitted by design and supervision consultants, in
    coordination with the project team.
    (vi) Undertake field visits to project sites to monitor implementation progress, identify technical
    issues, and provide hands-on guidance to resolve challenges in coordination with relevant stakeholders.

Project Implementation Support
(i) Support the program team in the coordination, monitoring, and supervision of project implementation
activities, ensuring alignment with agreed timelines and deliverables.
(ii) Review monthly, quarterly, and other progress reports submitted by consultants to ensure
comprehensive coverage of all project components and timely availability of inputs for implementation
support missions.
(iii) Participate in regular implementation support missions and provide technical inputs as required.
(iv) Assist the program team in meeting the requirements outlined in the Financing Agreement and Project
Appraisal Document, and deliver targeted training sessions on specific project elements, as necessary.
(v) Perform any other duties as assigned by the Program Manager or Program Director to support effective
implementation of the project.

Minimum Qualification Requirements

The Specialist shall hold a bachelor’s degree in water supply, wastewater, civil or municipal
engineering, or a related field; a master’s degree is an advantage. A minimum of 8 years of experience
in the water supply and sanitation sector, particularly in implementing or overseeing urban water supply
and sanitation projects, is required, including at least 3 years of experience in the design and
supervision of such projects. Prior experience working on projects funded by multilateral or bilateral
development partners is essential, and experience with a water utility is preferred. The candidate
should demonstrate strong project management skills
