Objective and Purpose of the Assignment

Background

With assistance from the Asian Development Bank (ADB), the Government of Rajasthan (GoR) and the
Government of National Capital Territory of Delhi (GNCTD) are planning significant water sector
investments aimed at improving utility performance, strengthening governance, and enhancing service
delivery outcomes. Both jurisdictions seek to adopt contemporary operational and governance procedures,
enhance institutional performance, and fortify urban water supply systems. While Delhi is moving toward
more continuous and pressured supply, increased digitalization, and improved customer service
mechanisms, Rajasthan is dealing with severe water scarcity, disjointed institutional roles across
agencies, and high levels of non-revenue water (NRW).

ADB is assisting the Government of Rajasthan in advancing preparatory work for future investments
centered on utility reforms, institutional strengthening, and water supply service improvement. Close
coordination is required among ADB, GoR agencies, and external technical partners, including Águas de
Portugal (AdP) and other Portuguese/Spanish water utilities and urban agencies.

ADB is also supporting the Delhi Jal Board (DJB) in preparing the Wazirabad Water Treatment Plant (WTP)
command area Water Supply Improvement Project. This includes planned improvements in district metered
areas (DMAs), digital systems (including Supervisory Control and Data Acquisition (SCADA) and Geographic
Information System (GIS) applications), network management, treated wastewater reuse, and operational
enhancements supported by a newly established Project Management Unit (PMU).

The ADB–Spain–Portugal Water Learning Week (April 2025), where delegations examined global practices in
water governance, digital tools, utility performance, and institutional reform, serves as an important
basis for ongoing engagements in both Rajasthan and Delhi. Given the high level of coordination required
across government agencies, ADB teams, and external technical partners, this assignment requires short-
term support to assist with capacity-building coordination, communication, organization of technical
discussions, document preparation, and mission planning for Rajasthan and Delhi.

Objective and Purpose of the Assignment

The objective of this assignment is to support ADB in coordinating capacity-building and preparatory
work under TA-10446 REG – Improving Governance for Urban and Water Service Providers (58369-001) to help
advance the next generation of water sector projects in Rajasthan and Delhi. The consultant will assist
ADB to manage communication, follow-up, and workflow among government counterparts, external technical
partners (including AdP), and internal ADB teams, ensuring preparatory activities proceed in an orderly
and timely manner.

The consultant will support organization and documentation of meetings, preparation of briefs and
summaries, technical follow-up, and clarity on decisions and next steps after each engagement. The
outputs will be directly useful for (i) scoping new ADB-supported investments, and (ii) shaping
institutional and policy reforms—including strengthened governance arrangements, regulatory functions,
and utility performance improvements—in Rajasthan and Delhi.

Scope of Work

The consultant will provide coordination and delivery support across both Rajasthan and Delhi, with a
focus on ensuring timely completion and improved quality of outputs. This will include proactive follow-
up with stakeholders, maintaining action trackers and deadlines, and reviewing and refining draft
documents to ensure consistency with Asian Development Bank (ADB) style, structure, and usage before
circulation. The Rajasthan and Delhi workstreams shall follow a similar approach, tailored to local
institutional arrangements and project preparation needs.

Detailed Tasks and/or Expected Output

A. Common tasks (applicable to both Rajasthan and Delhi)

The consultant will:

  1. Liaise with government bodies, external partners, and bilateral/multilateral stakeholders as needed;
    participate in bilateral and technical meetings with ADB staff and counterparts.
  2. Review relevant project documents, legal frameworks, policies, and institutional roles and
    responsibilities supporting project preparation and reforms.
  3. Prepare or support an institutional assessment identifying capacity gaps, regulatory and policy
    needs, and operational challenges that affect service delivery and sustainability.
  4. Map international best practices, drawing on AdP and other relevant global examples in long-term
    service arrangements, performance-based operations, digital tools, and financing/implementation models.
  5. Develop initial proposals for international partnership and technical cooperation arrangements,
    including options for structured knowledge exchange and utility/operator partnerships.
  6. Organize and facilitate stakeholder consultations, knowledge-sharing activities, and technical
    meetings; prepare agendas, participant coordination, and meeting documentation.
  7. Provide recommendations for strengthening regulatory functions, institutional coordination, and
    governance arrangements to support improved utility performance.
  8. Support the design of a phased investment and service delivery strategy aligned with ADB objectives,
    including sequencing of reforms and readiness actions to inform project scoping.
  9. Draft technical notes, presentations, briefs, summaries, and follow-up trackers for internal and
    external use.
  10. Undertake necessary coordination and arrangements with host organizations for missions, workshops,
    and field/technical visits.

B. Rajasthan workstream

The consultant will support ADB’s coordination and follow-up with relevant Government of Rajasthan
entities, including:
• Rajasthan Urban Drinking Water, Sewerage and Infrastructure Corporation Limited (RUDSICO)
• Public Health Engineering Department (PHED)
• Rajasthan Water Supply and Sewerage Board (RWSSB)
• Local Self Government Department (LSGD)

Key support areas include institutional arrangements, project preparation workflows, reform discussions,
and coordination with AdP/other partners for Rajasthan-focused engagements and inputs.

C. Delhi workstream

The consultant will support ADB’s coordination with Delhi Jal Board (DJB) and the Project Management
Unit (PMU) for the Wazirabad Water Treatment Plant (WTP) command area Water Supply Improvement Project.
Coordination support will include consolidating inputs related to district metered areas (DMAs),
SCADA/GIS and other digital systems, network management, treated wastewater reuse, operational
enhancement planning, and alignment of timelines, decisions, and documentation among stakeholders and
partners (including AdP where relevant).

Reporting and Coordination Arrangements

The consultant will work under the overall guidance of the Asian Development Bank (ADB) Project Officers
and coordinate closely with designated ADB team members supporting the Rajasthan and Delhi workstreams.
The consultant will liaise regularly with counterparts from the Government of Rajasthan (GoR) (including
Rajasthan Urban Drinking Water, Sewerage and Infrastructure Corporation Limited (RUDSICO), Public Health
Engineering Department (PHED), Rajasthan Water Supply and Sewerage Board (RWSSB), and Local Self
Government Department (LSGD)) and with Delhi Jal Board (DJB) and the Project Management Unit (PMU) for
the Wazirabad Water Treatment Plant (WTP) command area project.

The consultant will maintain a clear workflow and documentation trail for all engagements, including
meeting notes, decision logs, action trackers, and follow-up schedules, and will provide periodic
updates to ADB to support timely decision-making. Draft outputs will be shared with ADB for review and
clearance prior to circulation to government counterparts and external partners (including Águas de
Portugal (AdP) and other relevant institutions).

Minimum Qualification Requirements

• Master’s degree in Business Administration (International Management), Public Policy, International
Development, Urban Management, or a related field.
• Minimum of 2 years of relevant international experience in institutional capacity building, governance
reform, or development cooperation.
• Demonstrated experience working with multilateral organizations, bilateral agencies, and public sector
stakeholders.
• Prior experience with Spanish and/or Portuguese agencies preferred.
• Familiarity with Asian Development Bank (ADB) trust funds, technical assistance modalities, and
capacity development strategies is highly desirable.
• Fluency in English required; working proficiency in Spanish or Portuguese is an asset.
• Strong coordination, communication, and stakeholder engagement skills.
