Objective and Purpose of the Assignment
The Smart Irrigation & Digital Water Infrastructure Specialist will provide independent technical review
of smart outlets, flow-measurement systems, and digital water infrastructure deployed under the pilot.
Scope of Work
The consultant will assess technical robustness, accuracy, interoperability, and scalability of digital
systems, ensuring alignment with international good practices for smart irrigation infrastructure.
Detailed Tasks and/or Expected Output
i) Review technical specifications and system architecture of smart outlets, flow sensors, controllers,
and data loggers.
ii) Assess accuracy, calibration protocols, and reliability of flow-measurement systems under gravity-
flow conditions.
iii) Review integration between physical irrigation infrastructure and digital monitoring and billing
systems.
iv) Identify technical risks, failure points, and design improvements relevant for scaling.
v) Benchmark digital irrigation system design against international smart-irrigation practices.
vi) Provide technical inputs to pilot documentation, including system architecture diagrams, QA/QC
protocols, and scalability notes.
Minimum Qualification Requirements
i) Master’s or PhD in engineering, water systems, ICT, or a related field.
ii) Minimum 8 years of experience in smart irrigation or digital infrastructure systems.
iii) Proven experience with flow-measurement technologies, control systems, and data
integration.
iv) Strong technical documentation and system-design review skills.
Minimum General Experience: 10 Years
Minimum Specific Experience (relevant to assignment): 8 Years
